The bid box is accessible Monday to Friday, 08h00–16h30. Late bids will not be accepted. Bids must be submitted on the official forms provided (do not re-type). Submit one original and one copy. Mandatory documents: SBD 1 (signed), SBD 3.1 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Point Claim Form), CSD Registration Summary Report, certified CIPC/Share certificates, and B-BBEE certificate or sworn affidavit. Failure to attend the compulsory briefing session on 14 May 2026 (11h00–12h30 via Microsoft Teams) will result in disqualification. Bids must remain valid for 90 days from the closing date.

Evaluation will be conducted by a panel established by SAFCOL. Points allocation: Maximum 80/90 for price, and maximum 20/10 for B-BBEE preference points as per the Preferential Procurement Policy Framework Act (PPPFA) and Preferential Procurement Regulations, 2022. Bids will be evaluated based on conformance to specifications. The lowest or any bid may not necessarily be accepted. SAFCOL reserves the right to disqualify bids for non-compliance, fraudulent information, or failure to meet mandatory criteria.

Scope: Supply and deliver fuel products (Petrol Unleaded 95 and Diesel 50ppm) to SAFCOL plantations across three clusters in Mpumalanga for a 3-year period. Estimated annual volumes: 2,677,039 litres of Diesel and 368,084 litres of Petrol. Orders will be placed on an 'as and when required' basis with no fixed quantities guaranteed. Fuel must comply with South African National Standards: SANS 342 (Diesel) and SANS 1598 (Unleaded Petrol). Bidders must elaborate on fuel quality standards, additives used, and quality assurances. Delivery must be rateable and synchronized across all SAFCOL plantations. Tank capacities and average monthly requirements are detailed in Tables 1–6 for each cluster and zone.

Pricing must be quoted in South African Rand (ZAR), VAT inclusive. Total bid price must be clearly indicated in the pricing schedule (SBD 3.1) and must match the price declared in the bid form. Prices must be firm for the full contract period or include details of adjustment basis (e.g., CPI). No price adjustments 100% linked to exchange rate variations are allowed. Bidders must specify any portion of the price linked to exchange rates. All additional costs must be clearly itemized. Payment terms and bonds/guarantees are subject to the General Conditions of Contract (GCC).

Mandatory: Registration on the Central Supplier Database (CSD) with a valid CSD number. Submit CSD Registration Summary Report. Tax Compliance: Submit Tax Compliance Status (TCS) or PIN issued by SARS. If not available, provide CSD number. Each party in a consortium/JV/subcontractor must submit separate proof of TCS/PIN/CSD. B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Foreign suppliers must confirm residency, branch, or permanent establishment in RSA; if none, tax compliance is not required. Comply with Compensation for Occupational Injuries and Diseases Act (COIDA) and provide proof of registration and good standing with the Compensation Fund. No bids will be considered from persons in the service of the state or entities with directors/members in state service. Bidders must not be listed on the National Treasury’s database of restricted suppliers and defaulters.
