Mandatory requirements: attendance at compulsory briefing session (09 June 2026, 10:00 AM, Liesbeek Parkway, Rosebank, Cape Town); CIDB grading of 1GB or higher; valid COIDA registration; Public Liability Insurance (minimum R500,000 cover); 12-month workmanship guarantee on company letterhead. Disqualification risks: failure to submit mandatory documents; non-compliance with functionality requirements (minimum 70% score required); canvassing or unauthorized contact with SABS personnel; false declarations in SBD 4 or other forms. Functionality evaluation (100% weight): Company Experience (40% weight, scored 1-5 based on years of roof leak remedial works experience); References (60% weight, scored 1-5 based on number of relevant and contactable reference letters from the last 5 years). Minimum threshold: 70% overall functionality score. Preference points: 80/20 system (80 points for price, 20 points for specific goals). Specific goals include B-BBEE status (higher black ownership = more points), black women ownership, and disability ownership (see SBD 6.1 for full breakdown).

Scope of work: Conduct comprehensive inspection and assessment of roof structure and affected areas to identify water ingress and damage. Remove and replace damaged roofing materials (waterproofing systems, fasteners, insulation, components). Perform roof sealing and waterproofing to prevent further ingress and ensure long-term protection. Repair or replace gutters, downpipes, rainwater outlets, and drainage systems. Comply with building regulations, safety standards, manufacturer specifications, and industry best practices. Provide all labour, supervision, tools, equipment, scaffolding, lifting equipment, and materials. Maintain housekeeping and safe work practices. Conduct water testing and final inspections to verify leak resolution. Submit completion reports, warranties/guarantees for workmanship and materials, and quality documentation. Ensure minimal disruption to occupants. Comply with OHSA requirements and organizational procedures. Remove waste. Fixed cost items: removal of old material (including surface cleaning); installation of new roof material; roof coating; cleaning of drain lines; installation of gutters and fascia boards; painting of gutters; waste removal; testing. Include Preliminary & General costs. All prices must be inclusive of VAT.

Quotation must be all-inclusive of VAT, transportation costs (if applicable), and disbursements. Fixed pricing required; for foreign currencies, provide forward cover. No advance payments will be made. Payment will only occur upon delivery of services as agreed with SABS. SABS will not cover bidder costs for preparation or submission. Pricing forms part of the 80/20 evaluation (80 points for price, 20 points for specific goals).
