Evaluation follows a 4-phase process: Phase 0 (Compulsory site visit attendance), Phase 1 (Gatekeeping criteria), Phase 2 (Bid conditions), Phase 3 (Commercial: 80/20 Preferential Point System). Gatekeeping criteria (disqualification if not met): Completed pricing schedule, valid SACAP membership certificate, and SACAP Statement of Good Standing for the appointed architect. Bid conditions (5 working days to submit if missing, 7 days for tax compliance): Heritage Council (preferably AMAFA) accreditation, proof of experience with heritage building assessments (Annexure BR), conformance to specification (Annexure BC), CSD registration, COIDA Letter of Good Standing, SBD1 and SBD4 forms, tax compliance (TCS PIN or CSD number). Commercial evaluation: Price (80 points, benchmarked against lowest quote) and Specific Goals (20 points). Specific Goals scoring: ≥51% Black owned (10 points), ≥51% Youth owned (5 points), ≥51% Women owned (3 points), ≥1% Disabled owned (2 points). Valid B-BBEE Certificate (SANAS accredited), sworn affidavit, or CIPC/DTI certificate required. Non-submission of Specific Goals documents results in 0 points but not disqualification.

Scope: Provide heritage building architect services for roof sheeting repairs and replacement at SAPO Durban Regional Office (209 Dr Pixley Kaseme Street, Durban, 4000). The building is a 3-storey heritage structure (est. 1902) with copper roof sheeting damaged by a 2020 storm. Work is divided into two phases: Phase 1 (Inception and Assessment, Technical Documentation) and Phase 2 (Construction Management and Close Out). Phase 1: Conduct comprehensive inspection and assessment of copper roof covering and timber roof structure. Prepare technical assessment report with recommended remedial action, specifications, itemized bills of quantities, cost estimates, and project implementation methodology. Phase 2: Provide detailed professional consulting cost structure for project implementation, management, close-out, sign-off, and statutory approvals. The awarded architect will manage the appointed service provider for Phase 2 but will not be eligible to bid for construction implementation. Requirements: Service provider must be a SACAP-registered professional architect in good standing with heritage building assessment experience. Preferably AMAFA-recognized and accredited. Responsibilities include sign-off of Phase 2 completion and facilitating statutory approvals.

Pricing must be in South African Rands (ZAR), inclusive of VAT (15%). Complete the pricing schedule fully and correctly for all items. Rates must include all labor, insurance, equipment, materials, and consumables. Incomplete pricing will result in a non-responsive bid. Payment terms: Contract price is inclusive of VAT and payable within 30 days upon statement date. Bid validity period is 120 days from closing date. Bidders may be requested to extend validity at the same terms if evaluation is not finalized.

Mandatory: SACAP registration (valid membership certificate and Statement of Good Standing for the appointed architect). Heritage Council accreditation (preferably AMAFA) with proof. CSD registration (MAAA number or CSD report). Tax compliance: TCS PIN (via SARS e-filing) or CSD number if no TCS PIN. COIDA Letter of Good Standing (valid on bid closing date). SBD1 and SBD4 forms must be completed. B-BBEE: Valid certificate (SANAS accredited), sworn affidavit, or CIPC/DTI certificate for EMEs/QSEs. Joint ventures/consortia must submit consolidated B-BBEE certificates. Restricted suppliers (National Treasury list) will be disqualified. No bids from state employees or entities with state-employed directors/members. Foreign suppliers must complete additional questionnaire if applicable.
