• Evaluation phases:

1. Gatekeeping Criteria: Mandatory submission of Pricing Schedule Annexure F. Failure results in disqualification.
2. Bid Conditions: Mandatory documents (e.g., SBD1, SBD4, CSD registration, tax compliance) must be submitted by closing. Outstanding documents (excluding tax compliance) must be provided within 2 working days of request; tax compliance has a 7-working-day grace period. Failure to comply results in disqualification.
3. Commercial Evaluation: Scoring split as Price (80 points) and Specific Goals (20 points).

• Scoring breakdown for Specific Goals (20 points total):

• ≥51% Black-owned: 10 points (requires SANAS-accredited B-BBEE Certificate, sworn affidavit, or CIPC/DTI certificate for EMEs/QSEs).
• ≥51% Youth-owned: 5 points (same documentation as above).
• ≥51% Women-owned: 3 points (same documentation as above).
• ≥1% Disabled-owned: 2 points (same documentation as above).

• Non-submission of specific goal documents: Not disqualifying, but scores zero for that goal.
• Preferential Procurement Policy Framework Act (2000) and Regulations apply.
• SAPO reserves the right to negotiate with preferred bidders, split awards, or reject any bid.

• Scope: Printing of Pressure Sensitive Adhesive (PSA) postage stamps in stamp sheet format for the SA Post Office 2026 Stamp Programme.
• Specific deliverables: 'Sol Plaatje 150' and 'The Love the Post Box' stamps.
• Key requirement: Bidder must be a qualified printing company capable of producing PSA stamps in sheet format.
• Delivery point: Stamp Distribution Centre, Silverton, Pretoria.
• Confidentiality: Bidders must sign the Confidentiality and Non-Disclosure Agreement. All SAPO-disclosed information is proprietary and must not be shared with third parties without written consent.
• Compliance: Bidders must confirm on company letterhead (via Annexure BC) that they will supply goods/services in accordance with the specification and lead times.

• Pricing: Must be submitted in South African Rand (ZAR) using Annexure F (Pricing Schedule). Non-ZAR bids are non-responsive.
• Contract price: Inclusive of VAT. Payment terms: 30 days upon statement date.
• Costs: Bidders bear all costs related to bid preparation, submission, and negotiation.
• Validity: Bids remain valid for 120 days from closing date. Extensions may be requested at the same terms.
• Award flexibility: SAPO reserves the right to split awards between bidders, accept partial bids, or negotiate terms (including price) with preferred bidders.

• Tax Compliance: Mandatory. Submit SARS Tax Compliance Status (TCS) PIN or certificate. CSD MAAA number on SBD1 enables verification. Foreign suppliers exempt if they confirm no RSA residency, branch, permanent establishment, or income source.
• Central Supplier Database (CSD): Mandatory registration on National Treasury CSD (www.csd.gov.za). Provide CSD report or MAAA number.
• B-BBEE: Submit valid SANAS-accredited B-BBEE Certificate, sworn affidavit (for EMEs/QSEs), or CIPC/DTI certificate to claim specific goal points. Joint ventures/consortia must provide consolidated B-BBEE certificates.
• Statutory Forms: Complete and submit SBD1 and SBD4.
• Disqualification Risks:

• Listing on National Treasury’s Register for Tender Defaulters or Restricted Suppliers.

• 500 x 2026 Info card - Sol Plaatje 150th Anniversary of his birth.
• 30,000 x 2026 Stamp booklet - self-adhesive - Sol Plaatje (2 Stamps per booklet, referencing Annexure A1+2 & Annexure B).
• 45,000 x 2026 Stamp booklet - self-adhesive - Sol Plaatje (4 Stamps per booklet, referencing Annexure A3).
• 25,000 x 2026 Booklet - Love the Post Box (10 Stamps per booklet, referencing Annexure A4+5).

• Alternative products are acceptable if they meet the required specifications.

• Quoted rates must include all costs: equipment, materials, and consumables required for the service.
• Use a VAT rate of 15% for calculations.
• Submit a completed pricing schedule (Annexure F) with:
