Evaluation occurs in four phases:

• Phase 1 (SCM Compliance): Verify completeness of submitted documents (CSD registration, Annexure A, SBD 3.3, SBD 4, SBD 6.1, tax compliance, B-BBEE proof). Non-compliant bids are rejected.
• Phase 2 (Mandatory Requirements): Must provide a valid Letter of Good Standing from the Department of Employment and Labour (COIDA). Non-compliance leads to disqualification.
• Phase 3 (Functional Evaluation): Scored out of 100 points. Minimum score of 70 required to proceed.

• Facilitator CV with years of snake handling experience: 50 points (scored 0-50 based on experience range).
• Contactable references: 20 points. Provide reference letters on client letterhead detailing previous snake handling training, including company name, contact person, signature, date, contact details, and description.
• Training programme course contents: 30 points.

• Phase 4 (Price and Specific Goals): Uses the 80/20 preference point system.

• Price: 80 points.
• Specific Goals (B-BBEE Status Level): 20 points maximum. Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to claim points.

• Scope: Provide a two-day, face-to-face snake handling training for 10 SAWS employees. The training venue must be provided by the service provider in Upington.
• Key Outcome: Participants must be able to identify snakes and safely handle/relocate them away from the workplace.
• Training Programme Must Cover:

• Introduction to snake handling and safety importance.
• Basic snake biology and behaviour.
• Safety protocols (proper attire, handling procedures, emergency response for snakebites).
• Tools and equipment (foldable tongs, foldable hook, snake bag/bucket, safety glasses, snake poster, canvas bag).
• Hands-on training with non-venomous snakes (and venomous snakes for experienced handlers).
• Venomous snake identification.
• Continued education and support.
• Certification via written and practical assessment, issuing a competency certificate with issue date and validity.
• Documentation (attendance records, training materials).

• Service Provider Requirements:

• Must have duly approved operational premises with necessary infrastructure.
• Must hold relevant accreditation from the relevant body.
• A due diligence site visit will be conducted before award.

• Submit the CV of the facilitator detailing their years of snake handling experience. This is scored out of 50 points based on experience range.
• Provide reference letters from previous clients where snake handling training was provided. This is scored out of 20 points.
• Reference letters must be on client letterhead and include: company name, contact person, signature, date, contact details, and a brief description of the training provided.

• The service provider must have duly approved operational premises with the necessary infrastructure and relevant accreditation.
• SAWS will conduct a due diligence site visit before award.
• Supplier Performance Management: The successful bidder must conclude an SLA with SAWS to measure, monitor, and assess performance.
• Bidders must provide a scorecard on how their service offering is measured.

• Complete Annexure G (Pricing Schedule for Services).
• Indicate a ceiling price (VAT inclusive) covering all project phases and expenses.
• Provide a cost breakdown of this ceiling price.
• Specify if the quoted rates are firm for the full project period. If not, detail the basis for adjustments (e.g., CPI).
• State the period required to commence work after bid acceptance.

• All prices must be in South African Rand and inclusive of VAT.
• Submit a ceiling price covering all project phases and expenses (Annexure G, section 1.1.1).
• Provide a detailed cost breakdown of this ceiling price (Annexure G, section 1.1.3).
• Indicate the period required to commence the project after bid acceptance (Annexure G, section 1.1.4).
• State if quoted rates are firm for the full project period. If not, detail the basis for adjustments (e.g., Consumer Price Index) (Annexure G, sections 1.1.5-1.1.6).
• Payment Terms: SAWS will settle invoices within 30 days of receipt.

• Mandatory for all bidders:

• Valid Letter of Good Standing from the Department of Employment and Labour (COIDA).
• Registration on the National Treasury Central Supplier Database (CSD). Provide your CSD number.
• Tax compliance status in order. Submit your SARS Tax Compliance Status (TCS) PIN or certificate. If no PIN, provide your CSD number.
• Completed Annexure A (Supplier Information), SBD 4 (Bidder’s Disclosure), and SBD 6.1 (Preference Points Claim Form).

• B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs & QSEs) to claim preference points.

• General: The bid is subject to the General Conditions of Contract (GCC). The successful bidder must sign a written contract (SBD7).

• Training must support compliance with the Occupational Health and Safety Act (Act 85 of 1993) to ensure a safe working environment.
• The training programme must include safety protocols: proper attire (gloves, long pants, closed-toe shoes), safe handling procedures, and emergency procedures for snakebites.
• Required tools and equipment for training include safety glasses, foldable tongs, foldable hooks, and snake bags/buckets.

• The contract is subject to the General Conditions of Contract (GCC) available from National Treasury.
• The successful bidder must sign a written contract form (SBD7).
• SAWS may cancel the bid due to changed circumstances, lack of funds, no acceptable tenders, or material irregularities.
• Bidders indemnify SAWS against third-party claims of patent, trademark, or industrial design infringement.
• SAWS may request audited financial statements to assess financial stability.
• Subcontracting requires proof of a subcontracting agreement.
• The successful bidder must conclude a Service Level Agreement (SLA) with SAWS for performance management.
• Bidders consent to the processing of personal information in accordance with POPIA.
• Joint ventures/consortia must submit a signed teaming agreement.
