Quotations must be submitted via email to [email protected] before the closing time. The following returnable documents are mandatory and must be completed and signed: SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule – firm prices), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim). A valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) is optional but required to claim preference points. A detailed cost breakdown for each priced item must be submitted on official company letterhead. Evaluation is in two phases. Phase 1: administrative compliance – all mandatory returnable documents must be submitted and completed to proceed. Phase 2: 80/20 preferential point system – 80 points for price (VAT and all taxes included) and 20 points for specific goals (B-BBEE status level) as per SBD 6.1. Specific goals relate to contracting with persons historically disadvantaged by unfair discrimination on the basis of race, gender, or disability. For quotations above R2,000 (VAT inclusive), the successful bidder is the one scoring the highest total points. For quotations below R2,000, the lowest acceptable quotation wins.

Scope: conceptualisation, manufacture, supply and installation of frosted glass decorative artwork at the staircase corner of the SARAO Engineering Operations Centre, Klerefontein, Northern Cape. The staircase glass panels are at the corner of the building facing the Klerefontein Old Farmhouse. Four glass panels, each 169.5 cm x 83 cm (width x height), in the centre of a 12-panel glass corner, are to be sandblast frosted, incorporating MeerKAT animals sandblast frosted onto the window. The remaining 8 panels must be kept clear for lighting purposes. All artwork must be approved and signed off by SARAO before installation. Measurements provided are a guide only – all dimensions must be confirmed on site before work commences. Bidders may be required to submit a detailed methodology and a design proposal supported by photographs of comparable completed staircase frosted artwork projects; failure to do so within the specified timeframe may lead to disqualification.

Bidders may be required to submit a detailed methodology outlining their proposed approach to the design and installation of the staircase frosted artwork. A similar design proposal, supported by photographs of comparable completed staircase frosted artwork projects, must also be provided. Pricing must be firm and inclusive of VAT. The schedule (SBD 3.1) requires separate pricing for: (1) conceptualisation, manufacture, supply and installation of the frosted glass artwork; (2) travel and transportation; (3) accommodation and subsistence (if applicable); and (4) any other costs. Sub-total, VAT (15%), and total price must be provided. A detailed cost breakdown on official company letterhead is required. Offer valid for 60 days from closing date.

Pricing must be firm only – non-firm prices (including prices subject to exchange rate variations) will not be considered. Prices must be inclusive of VAT and remain valid for 60 days from the closing date. The pricing schedule (SBD 3.1) requires separate pricing for: (1) the artwork itself, (2) travel and transportation, (3) accommodation and subsistence (if applicable), and (4) any other costs. Sub-total, VAT (15%), and total price must be provided. A detailed cost breakdown on official company letterhead is required. Payment terms: 30 days from receipt of a valid invoice and upon delivery and acceptance of goods/services. No pre-payment is allowed.

CSD registration is mandatory – no award will be made to a service provider not registered on the Central Supplier Database (https://secure.csd.gov.za/). Tax compliance status PIN from SARS is required unless the entity has no South African tax liability. B-BBEE: proof of status level is required to claim preference points – EMEs (annual revenue R10 million or less) must submit a sworn affidavit confirming revenue and black ownership; QSEs (revenue between R10 million and R50 million) must submit a sworn affidavit or a valid B-BBEE verification certificate. CIDB grading is not applicable. Mandatory forms: SBD 1, SBD 3.1, SBD 4, SBD 6.1. The RFQ is subject to the National Treasury General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC).

EMEs (annual revenue R10 million or less) must submit a sworn affidavit confirming revenue and black ownership. The contract is governed by the National Treasury General Conditions of Contract (GCC) and any applicable Special Conditions of Contract (SCC). The GCC is accessible on SARAO's website. SARAO's terms and conditions prevail over the supplier's in case of conflict. SARAO reserves the right to withdraw the invitation, re-advertise, or accept any part of a quotation, and does not bind itself to accept the lowest quotation. Payment is 30 days from receipt of a valid invoice and upon delivery and acceptance; no pre-payment is allowed.
