Preventative, corrective, emergency and ad hoc maintenance of TRANSNET buildings, wet services, electrical and mechanical assets on the iron ore line (300 km radius of loeriesfontein) – 36 month nec3 term service contract

Evaluation is in stages: Stage One – eligibility (CIDB grading 6GB or higher, plus mandatory gatekeeper documents); Stage Two – functionality; Stage Three – price and preference. Functionality is scored by at least three evaluators and averaged. The minimum qualifying score for functionality is 70 out of 100. Functionality criteria and maximum points: Management and CVs of key persons (Electrical Artisan, Plumbing Artisan, Air-conditioning & refrigeration artisan) – points awarded based on years of relevant experience (0 to 5 points per artisan); Quality Plan – up to 15 points (ISO 9001 accreditation scores 15); Company Previous Experience – up to 20 points based on number of similar completed services (general building works) with proof on client letterhead; Method Statement for General Building maintenance works – up to 30 points based on coverage of key elements; Health and Safety Plan for General Building/Civil maintenance works – up to 20 points based on coverage of key elements. Total maximum functionality score is 100. Only tenders achieving the 70-point threshold proceed to price and preference evaluation under the 80/20 preference points system (applicable where the tender value is R50 million or below, inclusive of taxes). Price scores up to 80 points; preference points up to 20. Bidders who do not submit a B-BBEE certificate or affidavit score zero for preference. Transnet may conduct an independent audit of the bidder's scorecard components at any stage. Transnet reserves the right to award to the highest scoring tenderer unless objective criteria justify otherwise, and may conduct a due diligence on the preferred tenderer, including financial, legal and risk analysis.

The scope covers preventative, corrective, emergency and ad hoc maintenance of Transnet assets (buildings, wet services, electrical and mechanical) in the Iron Ore Line and surrounding areas within a 300km radius measured from Loeriesfontein, on an 'as and when required' basis for a period of 36 months. The contract is an NEC3 Term Service Contract. Bidders must provide key personnel with trade test certificates for Plumbing, Electrician, and Refrigeration/Airconditioning artisans. A method statement for general building maintenance works and a health and safety plan for general building/civil maintenance works are required. The service information and site information are detailed in the tender documents (C3.1 and C4.1).

Bidders must submit two (2) years of audited financial statements. Transnet may request audited financial statements or other documentation for due diligence. The tender value is expected to be R50 million or below (inclusive of taxes) as the 80/20 preference point system applies. Pricing must be submitted on the provided Price List (C2.2) following the Pricing Instructions (C2.1). No changes to tender rates after closing date will be accepted. Transnet may go to the open market if quoted rates are deemed unreasonable. Forms of securities are required as per C1.3.

Mandatory gatekeeper requirements (failure to submit any results in disqualification): valid CIDB certificate with grading 6GB or higher; trade test certificate for Plumbing Artisan; trade test for Electrician Artisan; Refrigeration and/or Airconditioning Artisan certificate; proof of registration as an Electrical contractor with the Department of Labour (may be subcontracted). Essential returnable documents: valid SARS Tax Clearance Certificate and TCS PIN; valid B-BBEE certificate from a SANAS-accredited verification agency, or a sworn affidavit for EMEs/QSEs with 51% or more black ownership; proof of registration on the Central Supplier Database (CSD); Letter of Good Standing with the Workmen's Compensation Fund (COID) for the tendering entity or each JV member; certificate of attendance of the non-compulsory clarification meeting. Bidders must not be listed on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act, 2004) or on Transnet's restricted list. Bidders must complete the Compulsory Enterprise Questionnaire and disclose any conflicts of interest. Bidders must complete the RFP Declaration Form, Breach of Law declaration, Certificate of Acquaintance, Service Provider Integrity Pact, and Supplier Code of Conduct. Joint ventures must provide a certified copy of the signed joint venture agreement; every member must be CIDB-registered, the lead partner must have a grading not lower than one level below the required, and the combined grading must meet the 6GB requirement. Incorporated JVs must provide the Memorandum of Incorporation within 4 weeks of the contract date.
