Evaluation is a two-phase process: Phase 1 (SCM compliance) and Phase 2 (Price and Specific Goals). Phase 1: Mandatory requirements include CSD registration, CIPC registration, valid SARS Tax Status PIN, B-BBEE certificate or sworn affidavit, completed Annexures (SBD 4, SBD 6.1, POPIA, NHC Code of Conduct, Supplier Evaluation Checklist), and audited financial statements for the past 2 years. Non-compliance results in disqualification. Phase 2: Scoring uses the 80/20 preference point system. Price: 80 points (lowest acceptable tender scores highest). Specific Goals: 20 points (B-BBEE compliance: Level 1 = 10 pts, Level 8 = 1 pt, non-compliant = 0; SMME/HDI support may contribute). Highest total points win.

Scope: Provision of legal services for 4 months. Deliverables: litigation support (court representation, pleadings, strategy), existing matter support (taxation of bills, settlements), legal advisory (written/verbal opinions, legislation interpretation), general legal support (contract drafting/review, compliance, dispute resolution). Requirements: proven experience in litigation and legal advisory, labour law and public sector expertise, ability to manage urgent court deadlines, professional registration with legal regulatory bodies, prior experience with organs of state preferred.

Pricing: Fixed-price in ZAR, inclusive of VAT and all associated costs (delivery, insurance, taxes). Quotations must cover the entire scope and 4-month period. No price adjustments permitted after closure. Payment terms: within 30 days of invoice receipt. Invoices must comply with SARS format and be submitted to [email protected].
