• Scope: Conduct an Occupational Health and Safety baseline risk assessment at all SAWS sites, stations, and departments on a once‑off basis.
• Standards: Must comply with the Occupational Health & Safety Act 1993 (as amended), all applicable regulations, South African National Standards (SANS) referenced in the Act, and international best practices.
• Deliverables:

– Inception meeting outlining methodology, work plan, and timelines.

– Comprehensive Risk Assessment Report (electronic and printed) for the entire SAWS and per site, including:

• OHS Risk register

• Health and Safety Action Plan

• Recommendation for monitoring and evaluation measures (BRA monitoring and review plan)

• Final report presentation and handover to SAWS.

• Travel and accommodation costs must be included in the bidder’s quote.

• The service provider must use best‑practice baseline risk assessment templates and provide them.

• Assessment must consider routine and non‑routine activities, infrastructure, equipment, human factors, work organization, past incidents, emergencies, and both internal and external hazards.
