• Rand Water invites a suitably qualified service provider to conduct an organisational Performance Management (PM) maturity assessment.
• Scope includes assessing PM maturity levels, benchmarking against recognised best practice and best-of-breed PM frameworks, evaluating governance structures, policies, procedures, processes, gap analysis, methodologies, tools, and resourcing models.
• The service provider must identify strengths, gaps, risks, and improvement opportunities, and provide practical, prioritised recommendations and a high-level roadmap to enhance PM capability, standardisation, performance, and value realisation across the organisation.

2. Human Resource Capacity: Submit company profile with organogram listing resources (e.g., Project Lead, PM Maturity Specialist). Scoring: 0% (none), 33.3% (organogram inadequate), 66.7% (partially addresses needs), 100% (fully addresses needs).
3. Equipment Resource Capacity: Demonstrate access to tools/software (e.g., assessment/diagnostic tools, data analysis tools). Scoring: 0% (none), 33.3% (minimal), 66.7% (meets scope with gaps), 100% (fully meets scope).
4. Work Breakdown/Schedule: Submit methodology description, alignment to PM frameworks, and timeline (max 4 months, report by end-September 2026). Scoring: 0% (none), 33.3% (unclear), 66.7% (partial duration), 100% (clear duration and delivery date).

• Scope: Conduct an organisational Performance Management (PM) maturity assessment.
• Key deliverables: Assess PM maturity levels, benchmark against recognised best-practice frameworks (e.g., internationally recognised PM maturity models), evaluate governance structures, policies, procedures, processes, methodologies, tools, and resourcing models.
• Identify strengths, gaps, risks, and improvement opportunities. Provide practical, prioritised recommendations and a high-level roadmap to enhance PM capability, standardisation, performance, and value realisation.
• Requirements: Demonstrated capability in applying established PM maturity models. Submit evidence: description of frameworks used and methodology.
• Structured, evidence-based methodology must cover: organisational capability/maturity, governance, processes, tools, competencies, culture, benchmarking, gap analysis, risk identification, and translation of findings into actionable recommendations.
• Timeline: Complete within 4 months, with final report submitted by end-September 2026.

• Alignment to Recognised PM Maturity Frameworks: Demonstrate capability in applying established and recognised PM maturity models. Provide description of frameworks used and methodology.
• Methodology and Assessment Approach: Demonstrate a structured, evidence-based methodology covering organisational capability and maturity assessment, governance, processes, tools, competencies, culture, benchmarking against recognised best practice, gap analysis, risk identification, and translation of findings into actionable, prioritised recommendations.

• Complete the pricing schedule for the single line item: 'Rand Water PMS Maturity Assessment' (quantity: 1). Include unit price, total cost, VAT, and total VAT-inclusive amount.
• Failure to price all items results in disqualification.
• Payment terms: No advance payments. Invoices paid within 30 days of monthly statement submission (statement must reflect the last day of the month services were rendered).
• Fixed price, no adjustments unless agreed in writing.
• Warranty: 12-month defect-free guarantee for goods/services from final acceptance date.

• Mandatory: Completed and signed SBD 4 Form (Declaration of Interest) and Company Resolution Letter (proof of authority).
