Quoting on fewer items or quantities than requested invalidates the quotation. The quotation must remain valid for 90 days from the closing date. Returnable documents: quotation on company letterhead; completed and signed SBD 4 (Declaration of Interest); completed and signed SBD 1 Part A and B (Invitation to Bid); completed and signed POPIA consent form; completed and signed SBD 6.1 (Preference Points Claim); copy of CSD report or MAAA number; facilitator's CV and qualifications; proof of authority (e.g. company resolution). Bids must be submitted on official forms, not re-typed. The successful bidder will be required to sign a written contract form (SBD 7). Bidders must bear all costs of preparing and submitting the quotation; the entity is not liable for such costs. No quotation is accepted until a formal contract, letter of award, or order form is executed.

Evaluation is in four phases. Phase 1 (Mandatory): the bidder must have valid accreditation, registration or certification with a relevant professional body for payroll training, and the proposed facilitator must hold relevant certification or recognised competency in Sage Payroll and/or payroll administration. Failure to meet any mandatory requirement disqualifies the bid. Phase 2 (SCM Administrative): proof of CSD registration or SARS PIN, completed and signed SBD 4, SBD 1, POPIA consent form, SBD 6.1, and facilitator's CV and qualifications. Phase 3 (Compliance with RFQ specifications): only proposals that comply with the specification proceed. Phase 4 (Price and Specific Goals): price weighs 80 points and specific goals weigh 20 points, under the 80/20 preference point system in terms of the Preferential Procurement Regulations 2022. Specific goals: 20 points for black ownership of 51% or more; less than 51% scores 0 points. Proof of claim: ID copies of directors, CSD report, CIPC registration, B-BBEE certificate or affidavit. Tax matters of the recommended bidder will be verified on CSD or SARS e-Filing before award; non-compliance may lead to disqualification.

Provision of Sage Payroll training to Trade & Investment KwaZulu-Natal staff members. Quantity: 2 (Sage Payroll training sessions). Course content must include, but is not limited to: Sage payroll processing (creating a company, setting up benefit funds); legislation and compliance; principles of tax; functionality management; payroll reconciliation; leave management; report customisation; WebSS user setup; processing pay runs; batches. Duration: 3 days. Assessment and certification: the delegate must undergo an assessment or examination to receive a certificate of competency. Mode of delivery: in-class, physically, delivered by a suitably qualified facilitator.

Bidders must submit proposals that comprehensively cover the course content, including functionality management. The training must be delivered in-class, physically, by a suitably qualified facilitator, over 3 days, with an assessment or examination for certification.

The bidder must be suitably qualified and experienced in providing Sage Payroll training. The proposed facilitator must possess relevant certification or recognised competency in Sage Payroll and/or payroll administration. The bidder must submit the facilitator's CV and qualifications as supporting documents.

Prices must be inclusive of all applicable taxes, including VAT. Price weighs 80 points in the evaluation. No other financial requirements (bonds, guarantees, payment terms) are stated.

Proof of registration on the Central Supplier Database (CSD) or a SARS PIN. Tax compliance status will be verified on CSD or SARS e-Filing before award; non-compliant tax matters may lead to disqualification. Bidders must submit a SARS TCS PIN or CSD number; where a TCS PIN is not available but the bidder is registered on CSD, a CSD number must be provided. Bidders in consortia, joint ventures or with sub-contractors must each submit a separate TCS certificate, PIN or CSD number. Bids will not be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state. Bidders must complete and sign SBD 4 (Declaration of Interest), SBD 1 (Invitation to Bid), POPIA consent form, and SBD 6.1 (Preference Points Claim). The bidder must submit valid documentary proof of accreditation, registration or certification with a relevant professional body for payroll training, and the proposed facilitator must hold relevant certification or recognised competency in Sage Payroll and/or payroll administration. No quotation is deemed accepted until a formal contract, letter of award, or order form is prepared and executed. The quotation remains open for acceptance for 90 days from the closing date. The bidder bears all costs of preparing and submitting the quotation; the entity is not liable for such costs. Fraudulent claims for specific goals may lead to disqualification, recovery of costs, cancellation of contract, restriction from doing business with organs of state for up to 10 years, and criminal prosecution.
