Tswelopele local municipality seeks an implementing agent to design and implement a full-service energy efficiency and demand side management (eedsm) program in the free state province. Bidders must be registered energy services companies (esco) with sanedi or dmre, demonstrate proven experience in energy efficiency projects, and provide a qualified project team including an ecsa-registered engineer, electrical technician, and safety officer. The contract will be evaluated using an 80/20 preference point system with a minimum functionality threshold of 60 out of 100 points.
Mandatory Registration: Bidders must be registered on the Central Supplier Database (CSD), possess a valid SARS Tax Compliance Status (TCS) PIN, and be registered as an Electrical Contractor with the Department of Labour.
Energy Services Company Registration: Bidders must be registered with SANEDI and/or DMRE as an Energy Services Company (ESCo) to be eligible for this tender.
Functionality Threshold: Bidders must score a minimum of 60 out of 100 points in functionality evaluation, which includes Company Experience (max 25 pts), Key Personnel (max 35 pts), and Project Methodology (max 40 pts). Bidders scoring zero in company experience or personnel experience will be automatically disqualified.
Qualified Personnel Required: The project team must include an ECSA-registered Professional Engineer (15 pts), Electrical Technician with Wireman's Licence (10 pts), and Safety Officer with OHS qualification (10 pts), all with minimum 3 years' relevant experience.
Submission Requirements: Submit completed bid documents in a sealed envelope to 01 Bosman Street, Civic Centre, Bultfontein, 9670 by 02 July 2026 at 12:00. Late submissions will not be accepted. No briefing session will be held.
Pricing and Evaluation: Prices must remain valid for 90 days, be in ZAR inclusive of VAT, and be market-related. Evaluation uses 80/20 preference point system (80 points for price, 20 points for specified goals including Race, Gender, Disability, and Youth).
Compliance and Disqualification Risks: Municipal rates/taxes clearance (no arrears >90 days) required. Bidders must not be in state service, must disclose all conflicts of interest, and must not have failed performance on previous state contracts within the last 5 years. Fake documents or fronting will result in immediate disqualification.
