Sekhukhune District Municipality (SDM) was established in December 2000 and is situated

within the south of Limpopo Province, about 300 Kilometers north of Johannesburg. It is

bordered by Gauteng Province to the south, Mpumalanga Province to the east as well as

Waterberg towards the west. Sekhukhune is relatively accessible with the use of its relatively

extensive road network system. It is characterized by a scattered pattern of human settlement

and contains a large number of rural villages 8111 which lack both economic infrastructure

and opportunities and services of a reasonable standard. Overall, it covers approximately

13 264 kilometers with only 5% of the district’s population estimated to live in urban areas.

SDM consists of four local municipalities namely: Fetakgomo Tubatse, Elias Motsoaledi,

Makhuduthamaga and Ephraim Mogale. There are 121 wards in the district. The total

population of the district is estimated at 1 225 86622. Groblersdal, Marble Hall, Burgersfort,

Jane Furse, Ohrigstad, Steelpoort and Driekop constitute the main urban centres. It should be

noted that Sekhukhune is a predominantly rural district.

Sekhukhune District cuts across the north-eastern part of the Bushveld Complex, an immense

geological structure that contains the largest reserves of platinum group metals (PGM) in the

world. The district has 22 operating mines and a number of prospecting projects/mines. The

major mining activity in the district occurs within the Dilokong Corridor, which stretches

largely across Fetakgomo Tubatse Local Municipality. Mining contribution to Sekhukhune

Gross Geographic Product is estimated at between 15-20%3.

Besides mining, the district is endowed with good soils and climatic conditions for farming.

The town of Groblersdal in Elias Motsoaledi Local Municipality, and Marble Hall in the Ephraim

Mogale Local Municipality, are found in what is referred to as the Loskop Valley. The large

commercial agricultural schemes in the valley are serviced by the Loskop Dam, built in 1938

especially for this purpose. The area has large commercial agricultural estates which should

participate in empowering SMME’s and Cooperatives. The district also has retail and industry

sector and tourism potential.

The 2024 SDM LED Strategy identified Agriculture and Agro-Processing as strategic

intervention number 3. The objective of this strategic intervention is to add value to

agricultural activities through establishing Agri-Park linkages, local manufacturing, and

processing plants which utilise local raw materials and resources as primary inputs.

Amongst the projects identified in the 2024 LED Strategy under this strategic

intervention is Establishment of Poultry Abattoir Facility.

Problem Statement

Limpopo Department of Agriculture and Rural Development has assisted 5 farmers with the

establishment of 7 environmentally and semi- environmentally controlled houses for 5

farmers over the period from 2008 to 2017 with a capacity to produce 300 000 broilers. Over

and above the 7 broiler houses mentioned above there is 34 farmers/cooperatives in the

district with broiler houses with an average production capacity of 3000 per farm. These

farmers sell live chickens to hawkers and households. The challenge is that if the chickens are

sold at above 40 days, they eat into their profit by consuming additional feeds.

The 7 environmentally and semi- environmentally controlled houses have sporadically been

under production through contract growing with several poultry Abattoirs around

Mpumalanga and Gauteng Provinces. The sporadic production of the broiler houses led to

challenges in terms of maintenance of the infrastructure due to inconsistent income

generation. It is therefore imperative for the district to conduct a feasibility study on the

establishment of a Poultry Abattoir facility to rescue this dire situation.

This project seeks to establish a feasibility to develop a poultry abattoirs facility located in to

be identified site that will stimulate and support other developments, and lead to the

development of infrastructure, job creation, and possibly an increase in the value of the land.

The establishment of the abattoir is relevant to the Agri-Parks programme. The chicken will

go through various processes in order to be transformed into a value-added product such as

fillets, mince or frozen pieces. The main processes involved consist of slaughtering, scaling,

defeathering, grading, weighing and packing etc. If feasible the facility will yield the following

benefits:

• Food security and contribution to the national GVA
• Stimulate the development of supporting enterprises such as feed production,

processing, packaging and logistics

3. Objectives

The objectives of conducting the feasibility study on the establishment of Poultry Abattoir

Facility is to establish if there are enough chickens to put the abattoir facility on a profitable

basis in the district. That Groblersdal Agri Hub Site is a suitable place to establish the facility

or that there is an alternative place where an abattoir could be established that is not much

farther than 100 kilometres drive from most of the potential users.

The feasibility study will examine and evaluate the expected economic viability (costs and

benefits) of creating Poultry Abattoir Facility in the district. It will analyse and quantify the

potential magnitude of the economic and socio-economic benefits associated with the

establishment of a Poultry Abattoir Facility.

In meeting the objectives, the Professional Service Provider should take a few factors into

account. These include but are not limited to:

• Assess market demand for poultry meat from the district and neighbouring regions, as

well as the expected trade benefits of establishing such a facility.

• Consider the options and requirements (including investments) to mainstream

smallholder farmers into the poultry value chain so that they can benefit from market

access. This should include attention to possible options to connect large commercial

farmers to small holders through a more integrated poultry value chain approach.

• Consider environmental aspects and impacts related to the establishment of a poultry

abattoir facility from an environmental conservation point of view (e.g., Environmental

pollution etc.)

• Identify and pay attention to relevant political, economic and other factors/risks (e.g.,

current business environment, limited organization of smallholders, international

embargo and access to international markets), which are likely to influence the

establishment of such a poultry abattoir facility in the district and consider possible

mitigation strategies.

• Clearly identify the inputs (human resources, logistics, infrastructure, etc.) related to

upfront and ongoing costs to establish and effectively maintain a poultry abattoir

facility

• Attach a list of all the persons consulted/interviewed, as well as a bibliography of

documents consulted

• Discuss the draft feasibility study with relevant public and private sector stakeholders

in the district. Based on comments and suggestions received, revise the feasibility

study if necessary.

• The possibility of as a pork abattoir - from receiving live hogs to delivering refrigerated

or frozen meat at the store section of the building.

• Assess available competition on the proposed site and alternative site if applicable.
• Determine other sources of business to augment the income of the Abattoir.
• Evaluation of present and the future potential of establishing the facility
• Conduct a survey of poultry farmers to establish the current production capacity
• Provide future growth direction.
• Develop a business plan if it is feasible to establish a Poultry Abattoir facility.

5. Key deliverables

The assignment is expected to be delivered within 3 months. Consultants will be paid per

deliverable for work done at the rates to be agreed in the Service Level Agreement per key

deliverable as set out below:

• Inception Report

• Status Quo Analysis Report including survey of poultry farmers report

• Draft feasibility study report

• Stakeholder Engagement Report

• Final report and presentation to Council

3 Municipal Supply Regulation 38 (1) prescribes that a supply chain management policy

2 Section 4 (1) (b) (iii) of the Competition Act No. , as amended, prohibits an
