Quotation must be received by 09 July 2026 at 12h00. Required documents: Fully completed and signed SBD Forms 1, 3.1, 4, and 6.1. Written quotation must be on company letterhead or stamped. Non-compliance with submission format, deadline, or missing documents will result in disqualification. Late bids will not be accepted. Bids must be submitted on official forms provided; retyped forms are invalid. This is NOT an instruction to proceed until a formal Purchase Order is issued. Bidders who do not quote according to specification will not be evaluated further. Prices must be valid for 60 days, firm, and inclusive of all applicable taxes. A firm delivery period must be indicated.

Evaluation uses the 80/20 preference point system per Preferential Procurement Policy Regulations, 2022. Points: 80 for price, 20 for specific goals. Highest total points win, but Vaal Central Water may award to a lower-scoring bidder under justifiable objective criteria. Stage 1 (Responsiveness): Mandatory submission of SBD Forms 1, 3.1, 4, and 6.1, plus a valid SARS TCS PIN. Non-compliance or failure to respond to clarifications within 5 days results in disqualification. Specific Goals require: CIPC/CSD/FICA documents (address-matching for Free State/Northern Cape-based companies), copy of ID, medical certificate (for disability claims), and B-BBEE certificate or sworn affidavit. Points for Specific Goals: HDI ownership (Black, women, youth, disabled >50% ownership), B-BBEE level (5 points for Level 1, 2 for Level 2, 0 for Level 3+), and local presence in Free State/Northern Cape (10 points). Price scoring formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = bidder's price, Pmin = lowest acceptable price.

Scope: Verification of flow meters across Caledon River, Modder River, and Orange River regions. Flow meters include Clamp On (Fuji), Magflow (Endress & Hauser, Siemens, ISOMAG), and Insertion (ISOIL) types, with pipe sizes ranging from 150mm to 1200mm. Locations include Bloemfontein Head Office, Rustfontein WTW, Lesaka Pump Station, Groothoek WTW, Driefontein Pump Station, Bethulie Plant, Gariep Plant, Jagersfontein Plant, Kleinzuurfontein Pump Station, Trompsburg, Welbedacht Dam WTW, NOVO Pumps Station, De Hoek Reservoir, Uitkyk Reservoir, Weldam Mainline, and Longridge. Deliverables: Verification certificates and a report must be issued after completion of verifications.

Pricing must be firm and valid for 60 days from the closing date. Only firm prices are accepted; non-firm prices (e.g., subject to exchange rate fluctuations) will not be considered. Use SBD 3.1 for the pricing schedule. Include all delivery costs in the bid price. Specify delivery period, basis, and whether the offer complies with specifications. For multiple delivery points, submit separate pricing schedules. Pricing must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Vaal Central Water reserves the right not to process partial payments for procurement below R1,000,000.00.

Mandatory compliance: Tax Compliance Status (TCS) PIN from SARS (apply via e-filing at www.sars.gov.za). If no TCS PIN is available, a CSD number must be provided. Bidders must be registered on the Central Supplier Database (CSD). CIDB active status is required where applicable. Required documents for Specific Goals: CIPC/CSD/FICA-approved documents (address must match municipal statement or lease agreement for Free State/Northern Cape-based companies), copy of ID, medical certificate (for disability claims), and B-BBEE certificate or sworn affidavit. Consortia/joint ventures/sub-contractors must each submit separate TCS certificates/PINs/CSD numbers. No bids will be considered from state employees, companies with directors who are state employees, or close corporations with members who are state employees. Successful bidder must sign SBD7 contract form. Supply must comply with National Treasury’s General Conditions of Contract (GCC).

B-BBEE requirements: Submit a B-BBEE certificate or sworn affidavit. Points for Specific Goals: B-BBEE Level 1 (5 points), Level 2 (2 points), Level 3+ (0 points). Failure to submit proof for Specific Goals means no points are claimed. Additional points may be claimed for HDI ownership (Black, women, youth, disabled >50% ownership) and local presence in Free State/Northern Cape (10 points).

Successful bidder must sign a written contract form (SBD7). Supply of goods/services must comply with National Treasury’s General Conditions of Contract (GCC), available at www.treasury.gov.za/divisions/sf/sc/. Delivery costs must be included in the bid price. Delivery must be firm, with a specified period. All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) are included in the quoted price. Vaal Central Water reserves the right to cancel the contract and claim damages if conditions are not fulfilled. Fraudulent claims may result in disqualification, cost recovery, contract cancellation, or criminal prosecution.
