Experience and qualifications requirements: The Contract Manager must have 5 years' experience in public lighting (streetlights) works with a qualification at NQF level 6. The Electrician/Linesman must have 3 years' experience in public lighting works with an electrical qualification and Trade Certificate/Eskom MV/LV Authorization. The Health and Safety Officer must have 3 years' experience with a SAMTRAC qualification. The tenderer should have successfully completed at least one project in electrification construction works or maintenance with a value equal to or greater than R500,000.00. A Company Profile must be submitted.

Pricing requirements: The tenderer must complete the Bill of Quantities and pricing schedules. The pricing must include all labour, materials, construction equipment, temporary works, supervision, office overheads, profit, statutory taxes and duties. The contract price shall not be subject to any price adjustment. The tenderer must also submit a Schedule of Estimated Monthly Expenditure.

Health and Safety requirements: The tenderer must comply with the Occupational Health and Safety Act and Construction Regulations 2003. A Health and Safety Plan must be submitted with the tender, covering: management structure, site supervision, induction training, health and safety precautions, monitoring procedures, liaison meetings, site security, welfare facilities, first aid, and fire and emergency procedures. The contractor must maintain a Health and Safety File on site and submit a letter of good standing from the Compensation Commissioner or licensed compensation insurer within 14 days after commencement.

Special conditions: The contract is subject to the Expanded Public Works Programme (EPWP). A Community Liaison Officer (CLO) must be appointed to act as a link between the contractor, labourers, and the Project Steering Committee (PSC). The contractor must include costs for the CLO and attendance at monthly project progress meetings. The contractor must work with the Project Steering Committee (PSC) in dealings with affected communities. The employer does not provide insurance; the contractor is responsible for providing full insurance cover. The contract price shall not be subject to any price adjustment; rates and prices shall be final and binding throughout the contract period.
