• Submit the bid in a sealed envelope marked "Bid – ZNB152/2026/27HSE" with the bidder’s name, bid number and closing date clearly shown.
• Include an electronic storage device (PDF only) containing the complete bid inside the sealed envelope.
• All forms must be the official SBD forms; do NOT re‑type the documents – photocopies are allowed provided the original signature (or initials on each page) is present.
• Complete every question; where not applicable write "NA". No blank spaces are permitted.
• Attach all required certificates (e.g., PSIRA registration, COIDA letter of good standing, ICASA licence, PSSPF certificate, tax compliance status or CSD number, B‑BBEE proof, vehicle logbook/lease).
• Register on the Central Suppliers Database (CSD) before the closing time; failure to be registered at closing results in disqualification.
• Attend the compulsory briefing on 25 June 2026 (11:00 AM) at the Ugu District Office and present the original bid documents for endorsement – non‑attendance may lead to disqualification.
• Bids received after the closing time, via post, fax or email, will be rejected.
• Late bids will not be considered.
• Any false information or unauthorised alterations (e.g., correcting fluid) will result in immediate disqualification.

Required documents: Invitation to Bid (SBD 1), Terms and Conditions (SBD 1), valid proof of directors’ registration, COIDA certificate, proof of at least one vehicle (logbook or lease), ICASA two‑way radio licence, PSSPF certificate. All must be attached; otherwise the bid is invalid.

Stage 1 – Administrative compliance: verify that all SBD sections A‑K are completed, signed and the bidder is registered on the CSD. Missing or incomplete sections invalidate the bid.

Stage 2 – Eligibility criteria: provide a company profile, proof of capability to deliver 24‑hour security for 36 months, CVs of key personnel (minimum 60 % completeness) and evidence of meeting B‑BBEE specific goals.

Stage 3 – Price and specific goals: price scored up to 80 points (80/20 system) and specific goals up to 20 points (e.g., 100 % black ownership – 2 pts, 51 % women – 8 pts, 51 % youth – 6 pts, disability – 2 pts, municipal location – 2 pts). Proof must be attached; otherwise points for that goal are not claimed.

The organ of state may request additional evidence at any time. The highest‑scoring compliant bid is awarded, subject to the 2(1)(f) provision allowing award to a lower‑scoring bidder where justified.

Scope: Provide 24‑hour security guarding services at the Ugu District Office (2 Station Drive, Port Shepstone) for 36 months.

Deliverables: Primary and relief security officers for day and night shifts, compliance with PSIRA rates, provision of uniforms, gate access control scanner (x1), and any required equipment.

Standards: All personnel must hold valid PSIRA licences; rates must follow PSIRA wage tables; services must meet the Department’s security standards and any special conditions in the contract.

Performance: Service to commence within two weeks of award; performance security and regular reporting as per SCC.

Provide CVs of all key personnel. Minimum of 60 % of the CVs must be complete and demonstrate relevant security‑guarding experience, certifications and training.

Goods must meet the standards specified in the tender documents. Confidentiality: supplier may not disclose contract details without written consent; any shared documents remain the purchaser’s property and must be returned after completion. Audits: purchaser may inspect supplier records. Inspection: pre‑bidding testing at bidder’s cost; on‑site inspections as required; supplier bears cost of remedial testing; non‑conforming supplies may be rejected and replaced at supplier’s expense.

Pricing schedule (SBD 3.1) – non‑firm rates must follow PSIRA wage tables. Include line items for day/night shifts, overtime, leave, night‑shift allowance, statutory benefits (UFI, COIDA, etc.), uniforms, training, cleaning, and any gate‑access equipment. Show total direct cost, overhead percentage, profit markup, VAT @15 % and grand total (inclusive of VAT). Offer valid for 120 days.

• Payment terms: invoicing with delivery note; payment within 30 days of receipt; payable in Rand unless otherwise stated.
• Performance security to be provided within 30 days of award (bank guarantee or cash deposit as specified in SCC).

Specific goals and points: 100 % black ownership – 2 pts; ≥51 % women – 8 pts; ≥51 % youth – 6 pts; ≥51 % disability – 2 pts; enterprise located in designated municipality – 2 pts. Attach relevant certificates and proof.

Security services must comply with all applicable OHS legislation (Disaster Management Act, Occupational Health and Safety Act, etc.). Supplier must develop and maintain emergency response plans, risk assessments, and standing operating procedures as per PSIRA code of conduct. All personnel must hold valid PSIRA licences and be trained in health‑ and safety‑related matters.

Competition Act compliance: collusive bidding or other restrictive practices are prohibited; violations may be referred to the Competition Commission.

Contract period: 36 months. Department may vary or reduce scope with three‑month notice; any variation requires mutual consent and remains effective for the remainder of the contract.

Joint ventures: JV agreement must detail percentage participation and be signed by both parties; a nominated bank account must be opened; each party must complete SBD 4 disclosure.

Eligibility stage (Stage 2) requires a comprehensive company profile, proven track record, and detailed CVs of key personnel (minimum 60 % completeness).
