Submit bids in a sealed envelope with the bidder’s name, address, bid number (ZNQP 04/04/2026), and closing date clearly marked. Each page of the bid document must be initialed. Alterations must be initialed; correcting fluid is prohibited. Evaluation is based on administrative compliance, mandatory requirements, and specific goals. Administrative compliance includes correctness of bid documents, compliance with bid regulations (CSD registration, etc.), and quoting for all items. Mandatory requirements: submit a schedule/list of experience (table format) with at least 3 contracts (purchase orders, letters of award, or SLAs) completed within the last 5 years, including name, description, dates, value, and reference details. Specific goals: preference points are awarded for promotion of enterprises located in eThekwini Metropolitan Municipality (20 points for 80/20 system). Bidders must declare how they claim points for each preference point system. Bidders must not be in the service of the state, listed on the Register for Tender Defaulters, or the List of Restricted Suppliers. Collusive practices are prohibited.

Scope: Hiring of office plants for 36 months at eThekwini Regional Office, eThekwini District Office, and iLembe District Office. Deliverables: Supply, installation, and maintenance of plants (pots and plants in extended vases and lunar units). Service requirements: Water plants on a weekly basis; prune/replace dead or unhealthy plants within 3 days at no additional cost; fertilize and control pests. Service provider is liable for travel costs and must ensure plants are pest-free on delivery. Invoices must be submitted on the last day of every month. Contract duration: Fixed 36 months with no additional charges beyond quoted prices.

Pricing must be firm (fixed) for 90 days from the closing date. Prices must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) and delivery costs to the prescribed destinations. Separate pricing schedules are required if different delivery points influence pricing. Non-firm prices are not accepted. Payment terms: Within 30 days of receipt of invoice and delivery note. Offer must be valid for 90 days from the closing date of the bid.

Mandatory: Registration on the Central Suppliers Database (CSD) at www.csd.gov.za. Failure to register by closing time results in disqualification. Tax compliance: Submit a valid Tax Clearance Certificate (original from SARS) or Tax Compliance Status (TCS) PIN. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. Bidders must declare any conflicts of interest, state employment, or relationships with procuring institution officials.
