Supply and installation of rear-view camera system for three afro4000 locomotives (PRASA bloemfontein)

Bids must be hand-delivered to Umjantshi House, 30 Wolmaraans, Braamfontein, Johannesburg, on or before the closing date and time. Bidders must sign the submission register upon delivery. Late bids will not be accepted. Bids must be submitted on the official forms provided, not re-typed. Responses must not reference any other quotation or proposal. Any additional conditions must be in an accompanying letter. Bids must be in a sealed envelope. Changes to quotations after closing will not be considered. Bidders must not canvass any SCM officer or PRASA employee between closing and award. Mandatory returnable documents: signed submission register, OEM product data sheets for the camera system and MMI radio installation procedure, and proof of at least three similar completed projects with appointment letters and reference letters. Stage 1B documents (SARS PIN, all RFQ documentation, CSD number) may be requested within three working days if not submitted. Failure to provide mandatory documents results in disqualification. Evaluation is in three stages. Stage 1A (mandatory): signed submission register, OEM product data sheets for camera system and MMI radio installation procedure, and track record of at least three similar completed projects (rolling stock radios and cameras) with appointment letters and reference letters. Failure to submit Stage 1A documents results in automatic disqualification. Stage 1B (other mandatory): valid SARS PIN, completion of all RFQ documentation including declarations, and CSD registration number. PRASA may request these within three working days; failure to provide results in disqualification. Stage 2 (technical/functional) is not applicable. Stage 3: price (80 points) and specific goals (20 points), using the 80/20 preference point system. Price points are calculated as Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: B-BBEE Level 1 or 2 contributor (4 points, sworn affidavit or SANAS-approved B-BBEE certificate), owned by black people living in rural areas (4 points, municipal/ESKOM bill or letter from Induna/Chief not older than 3 months), at least 51% owned by black persons with disabilities (4 points, certified ID copies and doctor's note), at least 51% owned by black youth (4 points, certified ID copies), at least 51% owned by black women (4 points, certified ID copies). Total 20 points. PRASA may apply objective criteria to award to a bidder other than the highest scorer, including negative track record, spreading awards, or avoiding concentration of awards. PRASA may appoint another bidder if the successful bidder fails to sign a contract within 14 days, fails to provide security, fails to meet a condition precedent, or if negotiations fail.

Scope: installation and retrofit of radios and camera systems on three AFRO4000 locomotives at PRASA Bloemfontein Rolling Stock Depot. Radios are free-issued by PRASA; the camera system is to be supplied and installed by the bidder. Work includes: retrofit of the driver's desk panel and installation of six radios (two per locomotive) in the two cabs of each locomotive; supply and installation of rear view camera systems for the two cabs of each locomotive. Detailed requirements are in Annexure 1 (radios) and Annexure 2 (camera system).

Bidders must demonstrate a track record of previously executed projects in rolling stock telecommunication components supply and installation or maintenance and repair services, specifically rolling stock radios and cameras. For each similar completed project, provide appointment letters or purchase orders, and a minimum of three reference letters or certificates of completion or signed delivery notes corresponding to those appointments. Reference letters must indicate company name, contact person, and confirmation that work was completed.

Pricing must be submitted on the provided pricing schedule (Section 8). All items must be quoted; failure to quote all items means the bid will not be considered. Prices must be in South African Rand inclusive of all taxes. Deviation from the pricing schedule may render the bid non-responsive. Discounts are only considered at the final evaluation stage on an unconditional basis.

Prices must be quoted in South African Rand, inclusive of all applicable taxes, on a fixed price basis. Pricing must be submitted strictly on the provided pricing schedule (Section 8); deviation may render the bid non-responsive. All items in the bill of quantities must be quoted; failure to quote all items means the bid will not be considered. Cost breakdown must be indicated. Price escalation basis and formula must be indicated. Discounts are only considered at the final evaluation stage on an unconditional basis. If the highest scoring bidder's price is not market-related, PRASA may negotiate with the highest, then second, then third ranked bidder; if no agreement, the RFQ is cancelled. Payment is within 30 days of receipt of a correct tax invoice. Delivery period must be stated in working days from date of order.

Bidders must be registered on the Central Supplier Database (CSD); business may not be awarded to unregistered bidders. Bidders must provide a valid SARS Tax Compliance Status PIN or CSD number. Bids from persons in the service of the state, or companies with directors who are state employees, will not be considered. Bidders must complete and sign SBD 1 (Invitation to Bid), SBD 4 (Bidder's Disclosure, including declaration of interest, relationships with PRASA employees, and PEP/PIP disclosure), and SBD 6.1 (Preference Points Claim). Proof of authority to sign (e.g. company resolution) must be submitted. Bidders must comply with all applicable national and local laws. Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers.

The contract is governed by South African law. The supplier warrants items are fit for purpose and free from defects for one year from acceptance unless another period is stated. The supplier indemnifies PRASA against claims arising from negligence, infringement of rights, or breach of statutory duty. Subcontracting requires PRASA's prior approval; the successful bidder remains liable for performance. PRASA may reject non-conforming items and require replacement or rework. PRASA may cancel the contract if information furnished by the bidder is later proved incorrect. PRASA may award to the next highest ranked bidder if the preferred bidder fails to sign or commence within a reasonable period.
