Kouga municipality requires a mobile service provider to set wheel alignment on truck front axles, adjust rear axles and balance all truck and yellow plant wheels on a call-out basis, working inside the municipal boundaries at its jeffreys bay, humansdorp, hankey and st francis sites until 30 june 2027. The RFQ is evaluated on the 80/20 system, with 80 points for price and 20 for specific goals (10 for b-bbee status level and 10 for locality), and only one service provider will be appointed. The single biggest risk is the compulsory virtual clarification session on 20 october 2026 at 10:00 — bidders who submit without attending are automatically disqualified. Bidders must also already operate a fenced workshop inside kouga with alarm and cameras, hold a vehicle registered to the bidding entity, carry defective-workmanship insurance, own the full list of mobile alignment and balancing equipment, and produce five contactable client references.
Compulsory clarification session — virtual Microsoft Teams meeting on Tuesday 20 October 2026 at 10:00 (Meeting ID 370 753 902 584 403 4, passcode YV2kU6pP); bidders who submit without attending are automatically disqualified, arrivals 10 minutes or more late are refused entry, and scope-of-work questions are answered only there.
Closing and submission — 27 October 2026 at 12:00 into the tender box at Woltemade Building, 16 Woltemade Street, Room 122, Jeffreys Bay, 6330; an original hard copy plus an identical electronic copy on USB or SD card (a readable, unbroken CD is accepted) must both be delivered or the bid is non-responsive, and late bids are rejected.
Workshop, vehicle and equipment — a fenced workshop (not an office) inside the Kouga Municipality boundaries with alarm system and cameras, a vehicle registered in the bidding entity's name, and mobile alignment and balancing equipment including a laser alignment machine with full turn plates, two 30-ton hydraulic jacks, portable compressor, heavy duty impact wrench and sockets, spigot rings and lead weights; photographs, lease agreement and vehicle registration certificate must be submitted, and defective-workmanship insurance is compulsory.
Experience — proven previous experience supported by at least five contactable client references.
Evaluation — 80/20 system: 80 points for price and 20 for specific goals, split as 10 points for B-BBEE status level (Level 1 = 10 down to Level 8 = 2, non-compliant = 0) and 10 points for locality (10 inside Kouga, 6 in Sarah Baartman District or Nelson Mandela Bay, 4 elsewhere in the Eastern Cape, 1 outside the Eastern Cape); the tender is awarded to one service provider only.
Compliance evidence — valid SARS Tax Compliance Status PIN for every entity and every joint venture partner, CSD registration (CSD number where no TCS exists), business registration documents (a CM9 or name change document is not accepted), certified ID copies, latest municipal billing clearance certificate or municipal account in the bidding company's name (virtual offices rejected; a director's account needs an affidavit naming the company), and a B-BBEE certificate or sworn affidavit for EMEs and QSEs to claim preference points; tax and CSD status are verified on the day of evaluation.
Firm pricing — no price escalation accepted or granted for the twelve-month period and prices will be tested against the market; quote on each line item (balancing one truck wheel, rear axle adjustment, front axle alignment) excluding and including VAT, with the same amount in both columns for non-VAT vendors.
