Submission must be made in a sealed envelope marked with the tender number, description, tender box number, and closing date, and deposited into the official tender box at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before 10:00 am on 15 September 2026. Returnable documents include: completed Details of Tenderer, Certificate of Authority for Partnerships/JVs, Declaration of Interest – State Employees, Conflict of Interest Declaration, Declaration of Past SCM Practices, Certificate of Independent Bid Determination, Authorisation for Deduction of Outstanding Amounts, and other schedules as listed in Annexure F.

Tenders will be evaluated using the 80/20 price/preference points system, applicable to tenders up to R50 million (VAT inclusive). Price points are calculated using the formula Ps = 80 x (1 - (Pt - Pmin)/Pmin). Preference points (up to 20) are allocated for specific goals: 8 points for promotion of micro/small enterprises, 6 points for enterprise/supplier development and socio-economic development, and 6 points for skills development or employee share scheme. The contract is awarded to the tenderer with the highest total adjudication points. The CCT intends to appoint two tenderers per item: the highest-ranked as Main Contractor and the second as Alternative Contractor. If the Main Contractor fails to meet commitments, orders may be placed with the Alternative Contractor. There is no minimum functionality score.

Bidders must provide: a SABS Mark permit certificate or approved alternative (e.g., SATAS), or copies of type test certificate cover sheets, tested cable/conductor detail pages, and results summaries; technical datasheets for the items offered; and a manufacturer's quality assurance system approved to SANS 9001 or ISO 9001. Compliance with the full technical specification is required. Samples may be required for testing and may not be returned.

The CCT will assess the tenderer's ability to fulfil obligations, including professional and technical qualifications, competence, financial resources, equipment, managerial capability, reliability, experience, reputation, and personnel. The CCT may consider existing contracts with the CCT. The tenderer must have legal capacity, not be insolvent or under business rescue, and be free of conflicts of interest.

Bidders must provide a SABS Mark permit or approved alternative (e.g., SATAS), or submit type test certificate cover sheets and results summaries. Technical datasheets and a manufacturer's quality assurance system approved to SANS 9001 or ISO 9001 are required. Samples may be requested for testing and may not be returned.

Tax compliance: valid SARS Tax Compliance Status PIN required, verified via CSD or e-Filing; each JV partner must submit a separate PIN. Bidders must not be restricted under the SCM policy, not have contravened the Competition Act, and not be involved with the bid specification committee. Required declarations include: Declaration of Interest – State Employees (MBD 4 amended), Conflict of Interest Declaration, Declaration of Past SCM Practices (MBD 8), Certificate of Independent Tender Determination, and Authorisation for Deduction of Outstanding Amounts. Bidders must comply with the Occupational Health and Safety Act and submit a Health and Safety Plan upon request. For procurement above R10 million, Schedule F.3 (Declaration for Procurement above R10 million) is required.

Bidders must comply with the Occupational Health and Safety Act and submit a Health and Safety Plan upon request, demonstrating competencies and resources to deliver the goods/services in accordance with the Act and Regulations. A Section 37(2) agreement is included in the contract.

The CCT may reject any tender or cancel the tender process at any time before contract formation, without liability, if needs change, funds are unavailable, no acceptable tenders are received, there is a material irregularity, or market-related pricing cannot be negotiated. Tender offers must remain valid for 120 days after closing, extendable to 12 months, and further by up to 6 months by mutual agreement. Withdrawal of a tender after closing is at the CCT's discretion; improper withdrawal may result in liability for additional costs. A standby bidder may be nominated for award if the contract is terminated. Appeals: objections within 14 days, appeals under Section 62 within 21 days, with a R300 administration fee.
