The 12-month assignment spans 19 workstreams — readiness and change-impact assessment, change strategy and roadmap, employee and culture integration, leadership alignment, process and policy alignment, communication, change champions, resistance management, training, knowledge transfer, risk management and monitoring and evaluation — with 30 minimum deliverables. Bidders must field a full key-personnel team led by a master's-qualified change management lead with at least 10 years' relevant experience, and are scored 80 points on price and 20 on specific goals under the 80/20 system. The most consequential requirement is that the provider must transfer change-management capability to at least 10 vocma officials so that the agency does not become permanently dependent on IT.
Closing and submission: bids close on 22 October 2026 at 11:00 and must be submitted electronically through the e-Tenders portal; late bids are not accepted and the bid must remain valid for 120 days from the closing date. No compulsory briefing session applies.
Mandatory key personnel: the Project Director / Change Management Lead must hold a Master's degree in organisational development, change management, business management, HR, organisational psychology or a related field, have at least 10 years' relevant experience including 5 years managing organisational change programmes, and be registered with SABPP, SIOPSA or IPM. Six further specialists (Senior Change Management Specialist, Organisational Development Specialist, HR/Labour Relations Specialist, Communications and Stakeholder Engagement Specialist, Training and Capacity Development Specialist) must meet the stated qualifications and experience, with CVs and certified proof of qualifications and registration attached.
Evaluation: three stages — pre-qualification on mandatory requirements, returnable administrative documents, then price and specific goals. The 80/20 system applies: 80 points for price and 20 for specific goals claimed on SBD 6.1.
Specific goals points: women ownership 5, disability ownership 5, youth ownership (35 years and below) 5, B-BBEE level 1 or 2 where the bidder is a QSE or EME 3, plus location of enterprise (local equals province), totalling 20. A goal claimed without supporting proof is treated as not claimed.
Compliance documents: a CSD registration number and a SARS tax compliance status PIN or printed TCS certificate are required, with each consortium, joint venture or subcontractor party submitting its own; a B-BBEE verification certificate or sworn affidavit (EMEs and QSEs) is needed to claim preference points; proof of authority to sign, such as a company resolution, must be attached. Bids from persons in the service of the state, or from companies or close corporations whose directors or members are in the service of the state, are not considered.
Pricing: SBD 3.3 (Professional Services) must state a ceiling price for all phases inclusive of all applicable taxes and expenses, hourly and daily rates per person and position, cost per phase and man-days per phase, and whether rates are firm for the contract period; travel and other expenses are recoverable only at actual cost with proof accompanying certified invoices.
Knowledge transfer: the provider must capacitate a minimum of 10 VOCMA officials as internal change-management champions through coaching, mentoring, training, workshops, toolkits, templates and documented methodologies, and hand over editable electronic copies of all deliverables, which become VOCMA property.
