• Scope: Removal and transportation of 49 expired detonators from the JOC Control room at East London Railway Station.
• Legal Requirement: The work must be performed by a licensed contractor registered with CTP (Continuous Transport Permit) and by qualified personnel, in accordance with the Explosives Act and Regulations.

• Quote prices in South African Rand (ZAR), inclusive of all taxes (VAT 15%).
• Provide a firm price offer with cost breakdown and price escalation basis.
• Use the exact format in the tender document; deviations may render your bid non-responsive.
• Discounted prices will only be considered in the final evaluation on an unconditional basis.

• All prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%).
• Pricing must be firm, with a clear basis, cost breakdown, and price escalation formula indicated.
• You must complete the Pricing Schedule (Section 8) exactly as provided; using a different format may render your bid non-responsive.
• Discounted prices will only be considered in the final evaluation on an unconditional basis.
• PRASA may negotiate a market-related price with the highest-scoring bidder if the quoted price is not market-related.

• Tax Compliance: Submit your SARS-issued Tax Compliance Status (TCS) PIN or a printed TCS certificate. If no TCS PIN, provide your Central Supplier Database (CSD) number.
• Central Supplier Database (CSD): Registration on the National Treasury CSD is mandatory for all bidders except foreign suppliers with no local registered entity. Access: https://secure.csd.gov.za.
• B-BBEE: Submit proof for scoring (non-mandatory but affects points): Audited Annual Financial/B-BBEE Certificate/Affidavit or CIPC Documents/B-BBEE Certificate/Affidavit.
• General Compliance: Bidders must not be persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state.
• Legal Compliance: The successful bidder must comply with all applicable national and local laws and regulations.

• Warranty: Supplier warrants items/services are fit for purpose and free from defects for one year from acceptance (unless another period is stated in the Order).
• Indemnity: Supplier indemnifies PRASA against claims arising from negligence, infringement of rights, breach of statutory duty, or defective design/materials/workmanship.
• Subcontracting: Requires PRASA's prior written approval. The main contractor remains liable for performance.
• Governing Law: Contract is governed by South African law, with parties submitting to the non-exclusive jurisdiction of South African courts.
• Bidder Disclosure: Bidders must declare any state employment, relationships with PRASA employees, or interests in other bidding enterprises. False declarations may lead to disqualification.

• Stage 1A Mandatory Requirements (disqualification if not met):

• Complete Price Schedule and Pricing and Delivery Form (Section 4).
• Use provided pricing schedule format only.
• Submit CTP Licence: either your own or your service provider's with a Letter of Intent/agreement.

• Stage 1B Other Mandatory Documents (must be available within 7 days if awarded): Company registration, directors' IDs, valid Tax Clearance Certificate (valid on closing date) with SARS PIN, CSD number, proof of bank account, Joint Venture agreement (if applicable), all RFQ documentation duly signed.
• Stage 1C Scoring Documents (non-mandatory, zero score if missing): Audited Annual Financial/B-BBEE Certificate/Affidavit, CIPC Documents/B-BBEE Certificate/Affidavit.
• Stage 2 Price and Specific Goals (80/20 system):

• Price: 80 points, formula Ps = 80

• (1 - (Pt - Pmin) / Pmin).

• Specific Goals: 20 points for 51% Black-Owned EME (10 points) and 51% Black Owned (10 points), supported by specified documents.
