Bidders must attend a compulsory briefing on 21 october 2026 and submit by 12:00 on 5 november 2026. The most consequential consideration is the strict disqualification risk for missing the compulsory briefing, failing to submit all required documents, or not meeting the 80-point minimum on functional/technical evaluation.
Compulsory briefing: Attend on Wednesday, 21 October 2026 at 11:00 at Allen Rautenbach Hall. Bids from non-attendees will not be accepted.
Submission: Deposit the fully completed original tender document in a sealed envelope in the bid box at Corner 11&12 Way, Magasyn/Stores, Industrial, Kroonstad, by 12:00 noon on Thursday, 05 November 2026. Mandatory documents: Submit all returnable forms (MBD1, MBD4, MBD6.1, MBD7.1, MBD8, MBD9, bank details), plus company registration (CIPC-CK), certified IDs of directors (not older than 6 months), valid tax clearance or TCS PIN, municipal rates/taxes proof (not older than 3 months), CSD registration proof, B-BBEE certificate or sworn affidavit, and pricing schedule. Missing pages or retyped documents cause disqualification.
Eligibility: Must be registered on the CSD; the municipality will not contract unregistered suppliers. Must not be in arrears with municipal rates and taxes or services charges. If applicable, provide CIDB registration and grading certificate.
Evaluation: 80/20 preference points system – 80 points for price, 20 for specific goals (Locality = 10, Historically Disadvantaged Individuals (Black People) = 10). Only bidders scoring at least 80 points on functional/technical criteria proceed to price evaluation.
Functional/technical criteria: Provide evidence for company experience (up to 35 points), technical alignment of server specifications (up to 25 points), project methodology (up to 20 points), and key personnel CVs/certificates (up to 20 points). Minimum 80 points required to qualify.
