The mpumalanga tourism and parks agency requires a service provider to design, implement and maintain an sd-wan solution and wi-fi services for three years across its head office and roughly 29 nature reserve, gate and satellite office sites, including routers, switches, access points, firewalls, public wi-fi vouchering and real-time cctv/ip camera streaming. The solution must reach sites with NO direct line of sight — god's window, loskop dam, songimvelo, andover, kroomdraai camp and ohrigstad dam — using LTE/5G failover, and must deliver video latency below 150 ms. Bids close on 12 november 2026 at 11:00, and attendance at the compulsory briefing on 27 october 2026 at 10:00 is required. The decisive hurdle is functionality: bidders must score at least 70 of 100 points, including 20 points for four signed client appointment letters from the last five years, before reaching the 20-point presentation and the 80/20 price and specific-goals stage.
Compulsory briefing: 27 October 2026 at 10:00; the link is supplied on request; attendance is compulsory.
Closing and submission: 12 November 2026 at 11:00, sealed bid deposited in the bid box at the MTPA Supply Chain Management Unit, Procurement Office, MTPA Finance Block E, N4 National Road, Hall's Gateway, Mataffin, Mbombela 1200; late bids are rejected and the bid must remain valid for 90 days from the advert closing date.
Functionality threshold: minimum 70 of 100 points, below which the bid is disqualified; 20 points require four signed and dated appointment letters on client letterhead for SD-WAN, MPLS or equivalent design and implementation work from April 2021 to date (3 letters = 15, 2 = 10, 1 = 5, none = 0), 5 points require SD-WAN partnership or accreditation proof, and 10 points require team CVs showing a Computer Science degree or equivalent with 5 years' experience, or an IT diploma or 3 years' experience.
Phase 2 presentation: bidders who reach 70 points proceed to a 20-point presentation covering the SD-WAN architecture diagram, solutions for no-line-of-sight environments and gates, cybersecurity, and the Wi-Fi and ticketing solution.
Price and preference points (80/20): price carries 80 points scored as Ps = 80(1 − (Pt − Pmin)/Pmin) against the lowest acceptable bid, and 20 specific-goals points are split as race-based historical disadvantage 6, women 5, disability 5 and youth 4, each requiring at least 50 + 1% ownership and proof submitted with the bid.
Compliance and registration: CSD registration, tax compliance verified on CSD on the closing date (SARS PIN or printed TCS certificate, with each consortium, joint venture or subcontractor party submitting its own), CIPC registration documents, certified identity documents of owners, directors, members and shareholders, and proof of signing authority such as a company resolution; no bidder, director or member may be a person in the service of the state or listed on the Register for Tender Defaulters or the List of Restricted Suppliers.
Pricing format: a five-part schedule covering implementation and installation, 36-month monthly connectivity per location, SD-WAN equipment and licensing, 36-month support and maintenance, and underserved or no-line-of-sight areas, plus a separate detailed pricing schedule for every MTPA site; alternative offers are not permitted.
