The department of agriculture, land reform and rural development requires a service provider to assist the office of the valuer general with valuation services on portion 0 of the farm rhuma 309 lr and portion 0 of the farm omega 205 lr, both situated in lephalale local municipality, waterberg district, limpopo. Bids are submitted by email only to [email protected] And close on 26 october 2026 at 23:00, with NO compulsory briefing session. Pricing is submitted on sbd 3.3 And evaluated on the 80/20 preference system: 80 points for price and 20 for specific goals (HDI 10, women 5, disability 2, youth 3). The single most consequential consideration is that all 20 specific goal points are lost if the department's own sbd 6.1 Form is not used, the goals table is not completed in full, the supporting proof is missing, or the points are miscalculated.
Closing and submission: bids close on 26 October 2026 at 23:00 and must be emailed to [email protected]; quotations received after the closing time and date will not be accepted.
No compulsory briefing session: there is no mandatory briefing or site visit, so no attendance requirement applies.
Returnable documents: SBD 1, SBD 3.3, SBD 4, SBD 6.1 (the department's own issued version), Authority to Sign / Authority of Signatory, credit instruction forms and the terms of reference must be completed in detail and returned; the official forms may not be re-typed. The bid document must be placed in a sealed envelope stating the bidder's name and address, the bid number and the closing date — failure to comply disqualifies the proposal.
Pricing: quoted on SBD 3.3 (professional services). Sole agents or sole suppliers must state their market price after discount to other clients, or failing that their percentage net profit before tax, so the fairness of the price can be assessed. Payment is made within 30 days of receipt of an invoice.
Evaluation: 80/20 preference system — 80 points for price (lowest acceptable tender as Pmin) and 20 points for specific goals, split as HDI 10, women 5, disability 2 and youth 3. Goal points are calculated as percentage ownership equity × allocated points ÷ 100, and each claim needs proof: ID and company registration for HDI, women and youth, and a certified copy or original doctor's letter for disability.
Forfeiture of goal points and tax compliance: no specific goal points are awarded if the correct SBD 6.1 form is not submitted, the specific goals table is not completed in full, proof is missing, or the points are miscalculated. Bidders must be tax compliant and supply a SARS Tax Compliance Status PIN, or a CSD number where no PIN is available; each consortium, joint venture or subcontractor party must submit its own TCS certificate, PIN or CSD number.
Disqualification risks: bidders in the service of the state, companies with directors who are, and anyone listed on the Register for Tender Defaulters or the List of Restricted Suppliers are excluded. A bidder intending to subcontract more than 25% of the contract value to an enterprise that does not qualify for the same or more equity ownership points forfeits HDI points.
