Bidding procedure and technical enquiries: via the online Clarification Questions platform (URL provided in RFP). Email: [email protected] (for logging clarification questions or follow-up).

Submit electronically via the Transnet eTenders management platform (https://www.transnet.net). Register on the portal, log intent to bid, and upload all bid documents before the closing time. Sign, stamp, and date the bottom of each page before uploading. All returnable documents listed in Section 5 (Proposal Form) must be included. Late bids will not be accepted. Bids must be submitted on official forms (not re-typed). Any alterations to RFP documents (except as allowed in General Bid Conditions clause 15) may disqualify the bid. Changes to submissions after closing date are not considered.

Evaluation is in three stages:

• Stage 1: Test for Responsiveness – checks compliance with mandatory requirements (e.g., CSD registration, tax compliance, B-BBEE certificate, returnable documents). Failure may disqualify.
• Stage 2: Functional Evaluation – minimum threshold 70%. Bidders must score at least 70% to proceed.
• Stage 3: Price and Preference – price evaluation and preference points (PPPFA). Specific goals points may be claimed via Section 9 (Specific Goals Points Claim Form).

Lease of Transnet Rail Infrastructure Manager (TRIM) siding/facility: Siding Number 801682 (Marikana A). Lease period: ten (10) years. The siding is leased primarily for storing, loading onto, and offloading from rail. The dominant purpose is to facilitate transportation of goods. All sidings are leased on an 'as is' basis. The successful bidder must sign a Lease Agreement (Annexure H) with TRIM. Bidders must submit a Rental Offer (Annexure I) and a Detailed Investment Plan (Annexure K). Environmental Plan Requirements (Annexure L) and SHER Compliance Declaration (Annexure G) are required. Bidders must complete the Certificate of Acquaintance with RFP and Lease Agreement (Section 6).

Bidders must provide proof of funding and financial statements. TRIM will assess financial viability (e.g., liquidity and solvency ratios); failure to meet these may lead to disqualification. The successful bidder must provide a Deed of Suretyship (security) to Transnet's satisfaction within 30 calendar days of the letter of acceptance, in the form supplied by Transnet. No payment will be made until the Deed is delivered. Rental offer must be submitted (Annexure I).

CSD registration: Bidders must be registered on the Central Supplier Database (CSD) and provide a CSD number.

Tax compliance: Submit a valid Tax Compliance Status (TCS) PIN from SARS, or a printed TCS certificate, or a CSD number if no TCS PIN. Each party in a JV/consortium/sub-contracting arrangement must submit separate TCS/CSD.

B-BBEE: Provide a valid B-BBEE certificate issued by a SANAS accredited agency, or a sworn affidavit (for EME/QSE) confirming turnover and black ownership.

State service prohibition: Bids from persons in the service of the state, or companies/close corporations with directors/members in the service of the state, will not be considered.

Foreign suppliers: Complete the questionnaire in SBD1 if foreign based; provide proof of accreditation if applicable.

Joint Ventures/Consortiums: Submit a signed JV/consortium agreement stating percentage split and responsibilities, or written intention to enter into one.

Returnable forms: SBD1 (Invitation to Bid), SBD4 (Bidder's Disclosure), Section 7 (RFP Declaration and Breach of Law Form), Section 9 (Specific Goals Points Claim Form), and all annexures listed in the RFP.

Evaluation is in three stages: Stage 1 (Responsiveness), Stage 2 (Functional, minimum 70%), Stage 3 (Price and Preference). Specific goals points are available. Risk management evaluation (Annexure N) is part of the functional assessment.
