Quotations must be hand-delivered in a sealed envelope with the quotation number on the front to the SCM offices at 30 Rhodes Avenue, Oranjesig, Bloemfontein, 9301. Emailed quotations are not accepted.

Returnable documents — all must be submitted with the quotation:

• Quotation on business letterhead.
• Company registration (CK) documents.
• Valid original Tax Clearance Certificate or SARS PIN.
• CSD report and certified ID copies of the company owner(s).
• Municipal services clearance certificate, or lease agreement with current bill and rates clearances, or current bill of account not owing more than 90 days. If services are paid by the landlord, a signed lease agreement and statement of account. For bidders in non-billed areas, an official council letter of residence (affidavits are not accepted).
• All original compulsory MBD forms completed and signed, including MBD 4 (Declaration of Interest) and MBD 9.
• Valid SANAS-approved B-BBEE certificate or sworn affidavit (needed to claim preference points).

Disqualification risks:

• Loose or stapled documents — bids must be ring-bound, indexed and page-numbered.
• Omission of any required document.
• Quotations received after the closing time.
• Bidders who are persons in the service of the state.

Evaluation uses the 80/20 preference point system under the Preferential Procurement Policy Regulations 2022.

• Locality (bidder must have a Centlec area of supply address): 5 points.

B-BBEE points are awarded only if a valid SANAS-approved certificate or sworn affidavit is submitted; without it, no preference points are awarded but the bid is not disqualified.

CENTLEC is not bound to accept the lowest or any quotation and may accept a portion of a quotation. It may appoint the second lowest bidder if the first quotes incorrectly or requests price adjustments.

Scope: design, printing, supply and delivery of A4 Occurrence Books at Centlec Bloemfontein.

Item specification:

• Centlec logo on top of each page.
• Cover at the front and back.
• Pages numbered from 10000 to 20000.
• Numbered on each page back to back.

Bidders must quote on all items. Delivery must follow CENTLEC instructions, and goods must be delivered within 30 days of receiving an official order.

Prices must exclude VAT but include delivery charges. Quoted prices valid for at least 30 days. Payments only to the company on the official order.
