Bids must be submitted on the official bid documentation provided by the municipality, in a sealed envelope clearly marked with the tender number, and deposited in Tender Box 1 in the foyer of the Civic Centre, Berg River Boulevard, Paarl, before the closing time. The tender box is open Monday to Thursday 08:00–16:45 and Friday 08:00–15:30, excluding weekends and public holidays. Telegraphic, telephonic, telex, facsimile, e-mailed or late tenders will not be accepted. Bids must remain valid for a minimum of 120 days after closing. Failure to comply with submission requirements will render the bid invalid. Returnable documents include the completed bid documentation, MBD 1 (Part B) tax status declaration, and any other forms specified in the tender document.

Bidders must attend the compulsory clarification meeting on 17 September 2026 at 10:00; failure to attend or late arrival disqualifies the bid. Preference point system: 80/20. This tender will be evaluated in terms of the Preferential Procurement Regulations, 2022 (Government Gazette No. 47452) and Drakenstein Municipality’s Supply Chain Management Policy and its Preferential Procurement Policy.

The scope is the supply and delivery of water meters to Drakenstein Municipality for a period up to 30 June 2030. Samples of items, if requested, must be provided for inspection within 3 days' notice; failure to comply will result in disqualification. Further particulars are stipulated in the bid document.

Tax status requirements as per MBD 1 (Part B) must be complied with; no contract will be awarded to a bidder not tax compliant at the date of award.
