Disqualification risks: late submissions, submission to the wrong address, missing mandatory returnables, failure to meet specifications, or lack of valid CIDB 2GB or higher registration.

Changes to a submission after the closing date and time will not be considered.

Evaluation in two phases:

Phase 1 – Elimination: bidders are eliminated if they submit late or to the wrong email address; are listed on the National Treasury database of restricted suppliers or Register of Tender Defaulters; fail to submit mandatory returnable documents; fail to meet specification requirements; or do not have a valid and active CIDB registration of 2GB or higher.

Phase 2 – Price and preference points: evaluated under the 80/20 preference point system per Annexure E.

Price scoring formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the bid price and Pmin is the lowest acceptable bid price.

Preference points: up to 20 points for black ownership. Bidders with 100% black ownership receive 100% of the points; 51% to 99% receive 50%; less than 51% receive 0%.

B-BBEE certificates must be issued by a SANAS-accredited verification agency.

Joint ventures and consortia: qualify as a legal entity with a valid B-BBEE certificate, or as an unincorporated entity with a consolidated scorecard. Signed agreements are required as proof, and each party must submit a separate TCS PIN and CSD number.

Sub-contracting: a bidder may not sub-contract more than 25% of the contract value to an enterprise with a lower B-BBEE status, unless the sub-contractor is an EME with the capability to execute.

The CSIR may award to a bidder that did not score the highest points under Section 2(1)(f) of the PPPFA, provided directors or officers are not formally charged with fraudulent or illegal conduct.

Due diligence on reference letters is conducted with the recommended bidder; failure to verify results in disqualification.

Scope: replacement of floor coverings, painting, blind replacement and installation of a suspended ceiling on the second floor of Building 44F at the CSIR Scientia Campus, Pretoria.

Floor coverings: remove existing floor tiles (77.4 m²) and wall-to-wall carpet (174 m²), dispose of debris, prepare substrate including removal of carpet bitumen and repair of settlement joints, then supply and install 500 mm x 500 mm Belgotex Boost Strength carpet tiles (165 m²) or SABS-approved equivalent, installed per SANS 10186.

Aluminium door strips: supply and install for 10 single doors (920 mm x 2100 mm) and 2 double doors (1840 mm x 2100 mm).

Suspended ceiling: supply and install 1200 mm x 600 mm frosted white gypsum-based ceiling tiles (260 m²) with a 15 mm exposed T-grid system, main tees 38 mm x 24 mm at 1200 mm centres, cross tees 1200 mm x 24 mm at 600 mm centres, galvanised wire or GMS strap hangers at maximum 1200 mm centres, and pre-painted L-shaped wall angles.

Wall painting: prepare surfaces and apply two coats of Amazon Mist Y5-E2-3 paint (872.5 m²) or similar approved, to a uniform, smooth, defect-free finish.

Door frames and doors: prepare and prime single and double door frames, paint with Plascon Dark Onyx paint, re-varnish timber doors with mahogany wooden door sealer.

Power skirting: prepare and prime 66 m of 90 mm x 50 mm double-compartment electrical power skirting, then paint with Plascon Dark Onyx paint.

Electrical light fittings: supply and install 62 LED fittings (1200 mm x 600 mm cool white Osram Ledvance or SABS-approved equivalent), including testing, commissioning and a certificate of compliance. All electrical work must be done by a suitably qualified electrician.

Blinds: remove existing blinds and supply and install Southern Grey vertical blinds with acrylic coating (26 units) per the room schedule in the Bill of Quantities.

Equivalent products: any alternative carpet tiles, paints or LED fittings must demonstrate equivalent or better performance in durability, wear resistance, colour fastness, fire performance, energy efficiency and other specified criteria, and must be supported by technical datasheets submitted as a mandatory returnable.

Access equipment: suitable A-frame step ladders or access equipment must be used for work at height and inspected before use.

Work programme: completion within 20 working days from the date of the official purchase order, working Mondays to Fridays 08h00 to 16h30. A method statement and programme must be submitted before commencement.

Safety file: CSIR safety file review and approval may take up to one week; incomplete submissions may delay commencement.

Quality: SABS-approved floor tiles and paint with a minimum 5-year manufacturer's warranty; workmanship warranted for 12 months after practical completion.

Waste: all waste removed from site daily; no chemical storage on site without prior approval.

Deliverables: final invoice within a week of completion and a final inspection sign-off certificate from the CSIR representative.

Work must be completed within 20 working days from the date of the official purchase order.

Work must be executed Mondays to Fridays between 08h00 and 16h30, unless otherwise approved.

A Method Statement and Programme must be submitted prior to commencement.

The CSIR safety file review and approval may take up to one week; incomplete submissions may delay commencement, and this must be factored into the work programme while still completing within 20 working days.

Bidders must submit a minimum of three contactable reference letters or completion certificates for projects successfully completed between 2018 and 2026.

Reference letters must be signed, show the start and end dates of the completed project, and demonstrate experience in office renovations, floor covering, painting works, blind replacement and installation of suspended or false ceilings.

Purchase orders, contracts and appointment letters are not accepted as reference documents.

Reference letters or completion certificates must be accessible for vetting; failure to verify them results in disqualification.

The bidder must submit a valid electrician qualification, wireman's licence and Department of Employment and Labour registration as an electrical contractor.

All work must comply with SANS/SABS standards, manufacturer specifications, CSIR SHEQ requirements and accepted industry good practice.

SANS 10400 series applies to building regulations, fire safety, ventilation and occupancy safety.

SANS 10186 applies to the installation of textile floor coverings.

SANS 10142-1 applies to electrical wiring where light fittings are removed, replaced, tested or certified.

Only SABS-approved floor tiles and paint with a minimum 5-year manufacturer's warranty may be used.

Product technical datasheets must be provided upon submission.

Workmanship is warranted for 12 months after practical completion.

Paint finish must be uniform, smooth and free of drips, sanding marks or defects.

The CSIR may reject substandard work, request rework at no additional cost, withhold payment for incomplete or substandard work, and issue non-conformances for poor workmanship.

A final inspection sign-off completion certificate must be obtained from the CSIR representative upon completion.

Pricing must be submitted on the Bill of Quantities (Annexure B), with rates and amounts in South African Rand.

The Bill of Quantities covers: removal of floor tiles (77.4 m²) and carpet (174 m²); substrate preparation (165 m²); supply and installation of carpet tiles (165 m²); aluminium door strips for 10 single and 2 double doors; suspended ceiling installation (260 m²); wall preparation and painting (872.5 m²); door frame preparation and painting (10 single, 2 double); timber door re-varnishing (10 single, 2 double); power skirting preparation and painting (66 m); supply and installation of 62 LED light fittings; removal of existing blinds and supply and installation of 26 new vertical blinds; testing and commissioning of electrical installation (1 item); and OHSA compliance (1 sum).

A 10% contingency and 15% VAT are added to the subtotal to arrive at the total price including VAT.

Explanatory notes must be provided when deviating from the Bill of Quantities.

Prices must include all applicable taxes, freight, insurance until acceptance, duty where applicable, and any escalation or exchange rate adjustments clearly indicated.

Pricing must be in South African Rand, including all applicable taxes less unconditional discounts.

Prices subject to escalation or exchange rate fluctuations must be clearly indicated with the currency and rate of exchange used.

Prices must include freight, insurance until acceptance, duty where applicable, and all other cost elements.

Payment will be according to the CSIR Payment Terms and Conditions.

Pricing must be submitted on the Bill of Quantities (Annexure B); explanatory notes are required for any deviation.

The Bill of Quantities includes a 10% contingency and 15% VAT, with a total price including VAT.

Bidders bear all costs of preparing and submitting their response.

No goods or services will be delivered without an official CSIR purchase order; invoices must quote the purchase order number.

CSD registration: bidders must be registered on the Central Supplier Database (www.csd.gov.za); tax compliance status is verified through the CSD. Each party in a joint venture, consortium or sub-contractor arrangement must be registered.

Tax compliance: bidders must be tax compliant. A recommended bidder found non-compliant has seven working days to provide written proof from SARS of compliance or an arrangement to meet outstanding obligations, failing which the bid is rejected. The CSIR may withdraw an award or cancel a contract if non-compliance or a fraudulent tax certificate is discovered.

CIDB: bidders must have a valid and active CIDB registration of 2GB or higher in the relevant class of construction works. Joint ventures are eligible if every member is registered, the lead partner holds 2GB or higher (or not lower than one level below), and the combined grading equals 2GB or higher.

B-BBEE: preference points are claimed via Annexure E. Valid B-BBEE certificates must be issued by a SANAS-accredited verification agency.

COIDA: a valid letter of good standing from the Department of Employment and Labour, or equivalent private insurer cover, is a mandatory returnable.

Electrical compliance: a valid electrician qualification, wireman's licence and Department of Employment and Labour registration as an electrical contractor are required.

POPI Act: bidders consent to the processing of personal information and must comply with POPI Act provisions.

Anti-corruption: offering any gift or inducement to a CSIR employee is a material breach and may lead to termination of any agreement.

Compliance with the Occupational Health and Safety Act, 1993 and the Construction Regulations, 2014 is required, including a site-specific safety file, risk assessments, method statements, legal appointments, competency records and incident reporting.

Valid COIDA cover or approved equivalent insurance is required for the relevant class of work.

Before work starts, the contractor must submit a site-specific safety file, baseline and task-specific risk assessments, method statements, proof of competency, PPE requirements, emergency arrangements and legal appointments.

No work may commence until the CSIR has reviewed and accepted the safety file, the contractor has completed the CSIR site induction, and access-control requirements are met.

Work permits must be obtained daily from the relevant CSIR representative before work starts.

Work areas must be cordoned off to protect occupants from fumes and falling debris.

Only compliant, safe and fit-for-purpose machinery, tools, ladders and access equipment may be used; the CSIR may prohibit defective or non-compliant equipment.

The CSIR may stop any unsafe work and issue a non-conformance that must be rectified within two working days, or sooner if immediate risk control is required.

A sum item (B3) is included in the Bill of Quantities for OHSA compliance and safety file preparation.

The contractor must supply all tools, equipment, consumables and cleaning materials.

All waste must be removed from site daily.

No storage of chemicals on site without prior approval.

The CSIR may extend the closing date, correct mistakes, verify any information, request documentary proof, carry out site inspections or product evaluations, and request audited financial statements for due diligence.

The CSIR may award the RFQ as a whole or in part, to multiple bidders, or not at all, and may cancel or terminate the process at any stage.

The CSIR may post-tender negotiate on technical, transformation, price and contractual terms.

Bidders must not offer any gift, payment or inducement to CSIR employees; doing so is a material breach.

Bidders must not assume prior information or documents supplied to the CSIR are still available.

No changes to a submission are accepted after the closing date and time.

Bidders confirm the correctness and validity of their quotation and accept responsibility for proper execution of all obligations.

No goods or services will be delivered without an official CSIR purchase order; invoices must quote the purchase order number.

Bidders indemnify the CSIR against costs or damages arising from a breach of the bid conditions.

Misrepresentations in a tender may lead to service termination and a claim by the CSIR; the Service Level Agreement prevails over the bidder's proposal in case of conflict.

The RFQ is not an offer document; submission of a proposal does not create a contract.

Bidders must keep all tender information confidential and complete Annexure F (Non-Disclosure Agreement).

The CSIR reserves the right to extend the closing date, correct mistakes, verify any information, request documentary proof, carry out site inspections or product evaluations, and request audited financial statements for due diligence.

The CSIR may award the RFQ as a whole or in part, to multiple bidders, or not at all, and may cancel or terminate the process at any stage.

The CSIR may post-tender negotiate on technical, transformation, price and contractual terms.

The CSIR may not award a contract to a bidder associated with a security breach or whose directors or officers are formally charged with fraudulent or illegal conduct.

Bidders must complete and sign Annexure F (Non-Disclosure Agreement) and keep all tender information confidential.

No part of the bid may be distributed, reproduced, stored or transmitted except for the purpose of preparing a tender.

Bidders must secure the CSIR's written approval prior to releasing any information pertaining to the potential work or the bid process.

Failure to adhere to confidentiality requirements may result in disqualification and civil action.
