The consultant will be required to deliver a comprehensive feasibility study report, engineering analyses, Basis of Design, cost estimates, project schedules, risk assessments, technical specifications, and tender documentation necessary to enable PetroSA to proceed with the FEED and subsequent project execution phases.

Bidders must demonstrate proven capability and experience in offshore oil and gas developments, including offshore feasibility, concept selection, FEED and field development studies. Specific expertise is required in offshore drilling, subsea engineering, flow assurance, process engineering and topsides integration. Experience with long-distance subsea tie-back developments and brownfield facility modifications is required. Bidders must have access to suitable specialist software and modelling tools, and a multidisciplinary project team of suitably qualified professionals. A proven track record of completed offshore projects of similar nature and complexity within the last ten years is required, along with an established Quality Management System and project execution methodology. The ability to complete the assignment within the required twelve (12) week period from award is also required.

Scope: Feasibility study for the proposed development of the E-BK, E-AD and E-S gas-condensate fields in Offshore Licence Block 9, approximately 85 km offshore the South African south coast. The study will evaluate technical and commercial viability of developing three offshore fields and integrating them with PetroSA's existing subsea production network, including the F-A Platform and Mossel Bay GTL Refinery.

Deliverables include:

• Drilling and completion feasibility design for three proposed offshore production wells.
• Flow assurance studies: pipeline and tubing sizing, hydrate, wax, scale and corrosion assessments.
• Evaluation and design of subsea production systems: flowlines, pipelines, manifolds, subsea trees and control systems.
• Assessment of impacts on existing subsea infrastructure, the F-A Platform, and associated processing facilities.
• Process engineering studies, production simulations and facility integration assessments.
• Development of project execution strategies, schedules and cost estimates for FEED and execution phases.
• Preparation of technical specifications, Basis of Design, tender documentation and scope of work for the subsequent FEED phase.
• Risk assessments, HAZID/HAZOP studies, operability assessments and SHEQ philosophy development.
• Development of Class 2 FEED cost estimates and Class 3 Total Installed Cost estimates, including project scheduling and contingency analysis.
