The department of forestry, fisheries and the environment requires a multidisciplinary professional service provider to conduct a three-year economic and social cost-benefit analysis of climate change impacts and adaptation measures across five sectors — water, health, human settlements, agriculture and energy — in line with the climate change act, 2024. The work translates dffe's biophysical climate modelling outputs into economic and socio-economic outcomes, appraises priority adaptation interventions using cost-benefit, cost-effectiveness and multi-criteria analysis, and delivers an adaptation options catalogue, appraisal and consolidated reports, and all models, code and datasets with unrestricted licence rights. Bidders must attend the compulsory microsoft teams briefing on 13 november 2026 and submit a firm, all-inclusive ceiling price by 11:00 on 02 december 2026, with preference points claimed under the 80/20 system.
Compulsory briefing: 13 November 2026, 10:00–11:00 on Microsoft Teams (https://teams.microsoft.com/meet/3120225428288908?p=LwxPyHR3x85NzNQalk). Attendance is verified against the register and bidders who do not attend are automatically disqualified.
Closing and submission: 02 December 2026 at 11:00. A sealed bid must be deposited in the bid box at the Department of Forestry, Fisheries and the Environment, The Environment House, 473 Steve Biko Road, Cnr Soutpansberg and Steve Biko Road, Arcadia, Pretoria/Tshwane. Late bids are not accepted. Clarification questions go in writing to [email protected] at least seven calendar days before closing.
Submission pack: a bound master bid document plus an electronic copy on USB identical to the master, completed on the official forms (retyped forms are not accepted). Signed SBD 1, SBD 3.3, SBD 4 and SBD 6.1, a B-BBEE verification certificate or CIPC certificate or sworn affidavit, a CSD registration report with supplier number and a SARS tax compliance PIN or printed TCS certificate. Consortia, joint ventures and subcontractors must each submit a separate TCS, PIN or CSD number, plus a signed JV or subcontracting agreement and proof of authority to sign.
Preference points (80/20): 80 points for price and 20 for specific goals — more than 50% ownership by Black people, more than 50% by women, and more than 50% by people with disabilities. Claims must be supported by proof; unsupported claims score no points.
Pricing: a firm ceiling price covering all phases, expenses and applicable taxes, aligned to Annexure A and SBD 3.3 (SBD 3.3 prevails on any discrepancy). VAT at 15% is shown separately. Project overheads — subsistence and travel, accommodation, flights, shuttle, car hire, kilometre claims and incidentals — are a lump sum capped at R250 000. The offer must stay valid for 120 calendar days from closing.
Delivery and payment: a three-year, five-phase assignment commencing only on signature of the Memorandum of Agreement and a written commencement instruction, with payment milestones of 10%, 15%, 30%, 25% and 20% on approval of each phase's report. All datasets, models, code and analytical tools must transfer to DFFE with unrestricted licence rights, source files, metadata and user manuals; failure to transfer them is a material breach.
Travel limits: only the Project Team Leader and two Experts may travel to support workshops. Claims are reimbursed at Department of Transport Category A tariffs for one vehicle, measured from the provider's office address to the destination, supported by a point-to-point kilometre printout, and require prior approval from the project manager.
