Bids must be delivered to the GDID Tender Box at Corner House Building, Corner Commissioner and Pixley Ka Isaka Seme (Sauer Street), Marshalltown, Johannesburg, by 11:00 AM on 11 September 2026. Late bids will not be accepted. Bids must be submitted on the official forms provided, not re-typed. The following returnable documents must be fully completed and submitted: SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule – firm prices), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), and the signed Integrity Pact. Failure to submit or comply with the mandatory requirements in Paragraph 27.a of the Terms of Reference automatically disqualifies the tender. Proof of authority (e.g., company resolution) must accompany the signature. Bids must remain valid for 180 days from the closing date.

Evaluation follows the 80/20 or 90/10 Preference Point System under Regulation 4 of the 2022 Preferential Procurement Regulations. The applicable system will be determined by the lowest acceptable tender. Evaluation steps: (1) Mandatory and administrative requirements, (2) Functionality/Technical evaluation, (3) Site inspection evaluation, (4) Price and preference (specific goals), (5) Objective criteria. Specific goals and points: Townships, rural or underdeveloped areas (5 points under 90/10, 2.5 under 80/20); Women (2 points / 1 point); Youth (2 points / 1 point); People with disabilities (5 points / 2.5 points); Military veterans (6 points / 3 points). Provision of security (guarding) services at Head Office, Regional Offices and various properties of the Gauteng Department of Infrastructure Development. Contract duration: 36 months. Services must comply with the Control of Access to Public Premises and Vehicles Act and the Minimum Physical Security Standards. Personnel requirements: Security Officers with PSIRA Grade C, at least Grade 12, able to communicate in English and/or local language, not younger than 18, trained in security procedures, registered with PSIRA, and trained in customer relations. Supervisors with Grade B PSIRA certificates. Management (Grade A) to exercise direct control. Duties include access control, patrols, protection of property, control of vehicle entrances, handling emergencies, maintaining registers, 24/7 deployment. Supervisors must ensure no officer works more than 12 hours per shift. Key obligations: no removal of property without authorization, no vehicle movement without approved trip authorization, no dangerous weapons in premises, and safe keeping of declared dangerous objects. The service provider may be required to absorb or retain the current workforce. DID reserves the right to increase or decrease the number of officers or sites.

Duties of security personnel: access control, patrols, protection of property, control of vehicle entrances, handling emergencies, maintaining registers, 24/7 deployment. Supervisors must provide supervision, inspect officers at shift commencement, provide written reports, handle problems, ensure equipment and uniforms, manage duty rosters, and ensure no officer works more than 12 hours per day. Key obligations: no removal of property without authorization, no vehicle movement without approved trip authorization, no dangerous weapons in premises, safe keeping of declared dangerous objects. Security personnel must maintain a courteous attitude and avoid unnecessary arguments with visitors/staff.

Personnel requirements: Security Officers must have PSIRA Grade C, at least Grade 12 or equivalent, able to communicate in English and/or local language, not younger than 18 years, knowledge of OHSA, trained in security procedures, registered with PSIRA, and trained in customer relations. Supervisors must have Grade B PSIRA certificates. Management (Grade A) will exercise direct control. Technical and behavioral skills required include access control systems, guarding and patrolling (ISO standards), report writing, search procedures, gathering information, first aid and firefighting.

The norm/quality of the security service must be in accordance with the acceptable standard of the trade. Records of vehicle movements must be maintained and readily available for inspection by DID. Security registers must be kept neat. Spot checks will be conducted by DID Security Management to verify compliance.

Pricing must be submitted on SBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices accepted; non-firm prices (including those subject to exchange rate variations) will not be considered. All applicable taxes must be included. Delivery costs must be included in the bid price. Successful bidders will be subject to signing a Service Level Agreement (SLA) and standard rates as prescribed by the department and the Preferential Procurement Policy Framework Act and its Regulations of 2022.

Bidders must be registered on the Central Supplier Database (CSD) and provide a SARS Tax Compliance Status (TCS) PIN or certificate. Where no TCS PIN is available, a CSD number must be provided. In consortia/joint ventures/sub-contracting, each party must submit a separate TCS certificate/PIN/CSD number. Bids from persons in the service of the state, or companies with directors who are, will not be considered. Bidders must not be listed on the Register of Tender Defaulters or the List of Restricted Suppliers. B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points. Returnable forms include SBD 1, SBD 3.1, SBD 4, SBD 6.1, and the Integrity Pact.

Compliance with the Occupational Health and Safety Act, 1993 is required. Security officers must have knowledge of OHSA. The service provider must report any unsafe acts that may endanger lives, safety and wellbeing of DID personnel, visitors, contractors and clients. The service provider must assist DID with emergency planning and event management, including evacuation procedures. Applicable legislation includes the Occupational Health and Safety Act, Fire-Arms Control Act, and Minimum Physical Security Standards.

Contract duration: 36 months from a date determined by DID. Successful bidder must sign a Service Level Agreement (SLA) immediately after award. Contractor and employees must sign a 'Declaration of Secrecy' before commencement. Use of Category 'B' and 'C' Security Officers as defined in the Wage Act and PSIRA. All security officers must be registered with PSIRA and trained per its specifications. DID may increase or decrease the number of security officers or sites. DID may terminate with 30 days written notice for non-performance. Service provider liable for theft and vandalism under their supervision. DID may require replacement of any employee without furnishing reasons; DID indemnified against claims. In case of force majeure (unrest, labour dispute, civilian disorder, local/national disaster), parties must agree on methods to ensure continuation of service.

Mandatory compliance requirements: Failure to submit or comply with the requirements outlined in Paragraph 27.a of the Terms of Reference automatically disqualifies the tender. Other administrative returnable documents must be fully completed and submitted.

Evaluation will be conducted according to the 80/20 or 90/10 Preference Point System as outlined in Regulation 4 of the 2022 Preferential Procurement Regulations and the Specific Goals outlined in Section 27.d of the Terms of Reference.
