Technical expert and administration officer for endumeni local municipality turnaround support

Appointment of a Local Government Expert and Administration Officer to provide governance, administrative, financial, institutional and service delivery support to Endumeni Local Municipality. The municipality faces challenges in governance, institutional performance, financial management, service delivery, infrastructure implementation, compliance and organisational effectiveness. The Technical Expert will conduct diagnostic assessments, develop financial recovery interventions, build capacity, ensure governance compliance, monitor budget implementation, report on governance structures and Eskom debt, oversee Annual Financial Statements submission by 31 August 2026, and implement Section 132 hearing resolutions. The Administration Officer provides administrative support, manages communications, organises meetings, records minutes, maintains schedules, prepares correspondence and reports, and coordinates logistics. Scope: Appointment of a Technical Expert and an Administration Officer to provide governance, administrative, financial, institutional and service delivery support to Endumeni Local Municipality for a period of four (4) months.

Technical Expert deliverables:

• Conduct diagnostic assessment of the municipality's financial position, financial management environment and governance functionality; mediate disputes raised by councillors.
• Identify root causes of financial distress, inefficiencies, fiscal leakages and non-compliance.
• Develop practical financial recovery and turnaround interventions with clear timeframes, responsibilities and measurable outputs.
• Build capacity and transfer skills to officials in Budget and Finance and related units.
• Ensure governance structures (section 80 and 79 committees) are compliant in terms of sitting and decision-making.
• Ensure funded budget is developed and Implementation Plan Report compiled.
• Ensure progress reports for July and August Monthly Budget Expenditure Plan are implemented without deviation.
• Ensure monthly progress report on functionality of governance structures (Exco, Council, MPAC, Audit Committee, Disciplinary Board) compiled, tabled to Council and reported to COGTA.
• Ensure monthly report on Eskom debt and roll-out of prepaid meters; investigate deviations and undertake consequence management.
• Ensure Annual Financial Statements prepared and submitted by 31 August 2026 to AGSA with COGTA and Treasury assurance.
• Ensure resolutions of Section 132 hearing by KZN Portfolio Committee Visit implemented per agreed timelines.

Administration Officer deliverables:

• Provide general administrative duties for day-to-day functioning of the Technical Expert's office.
• Process and respond to incoming communication.
• Develop and maintain administration systems and procedures.
• Organise and attend meetings; accurately record minutes.
• Maintain diaries and schedule appointments.
• Prepare correspondence, workplans, reports and presentations.
• Administer daily office operations and coordinate logistical arrangements.
• Carry out any other duties assigned.

Minimum qualifications and experience:

Technical Expert: NQF level 9 or Master's degree in Public Management, Business Administration or Local Government; more than 10 years' experience in Local Government with familiarity with legislation (MFMA, MSA, IGR, DDM) and municipal governance structures (section 80 & 79 committees); experience working with municipalities, COGTA, Treasury, SALGA, Portfolio Committee, NCOP.

Administration Officer: NQF level 6 or 7 with 2-3 years' experience in administration (report writing, minute taking, filing, Microsoft Office, interpersonal, coordinating, organising); team player, punctual, reliable, flexible; 1-2 years Local Government experience or understanding of local government legislation.

Technical Expert: NQF level 9 or Master's degree in Public Management, Business Administration or Local Government; more than 10 years' Local Government experience with deep understanding of municipal governance structures (section 80 & 79 committees), MFMA, MSA, IGR, DDM, Portfolio Committee, NCOP; experience working with municipalities, COGTA, Treasury, SALGA.
