Eskom Holdings SOC Ltd (“Eskom”) intends to initiate the commercial process to establish a contract for
the engineering, supply, training and support of a previously developed range of approved Protection,
Control and Substation Automation Schemes (predominantly based on the GE and Hitachi protection
relays) including the swing frame cabinets and PIU junction boxes to house these schemes, to Eskom
Distribution over a period of up to four (4) years as per the drawings listed in Table 1 below. Note that
the exact part and type numbers are listed in the respective drawings.
It is Eskom’s expectation that the previous design intent will be sustained, in terms of the overall system
architecture, functionality, brand and types of IEDs utilised (including part and type numbers), guarantees
and the provision of product support. The design details of the previously developed and approved
schemes and swing frame cabinets are captured in the engineering drawings and base configurations
which can be requested from Eskom and will be supplied (pdf’s) subject to signature of a Non-Disclosure
Agreement. These drawings will assist in understanding the scope.
It is Eskom’s intention to now re-establish these supply contracts with the already developed solutions.

They must confirm their ability to supply and support specific makes, models, part numbers or configurations essential for compatibility; any proposed equivalent must be clearly identified and supported by sufficient technical evidence for Eskom's assessment and approval. Bidders must provide letters of confirmation from the OEM and/or VAR that all Hitachi/GE schemes described in Annexure A can be supported, with all Eskom-required guarantees/warranties upheld, and can be manufactured, configured, integrated and delivered within 15 weeks from the date of order. Bidders must provide evidence of previous experience in the past 2 years in manufacturing protection schemes, gateway schemes or similar equipment, and evidence of experience in configuring and integrating IEC 61850 devices and supporting protection schemes and substation SCADA gateway devices. Bidders must also provide details of their current manufacturing facility with a factory layout diagram, and list the number of current technical resources available. The EOI submission must be signed by a person duly authorised to act on behalf of the company. Eskom reserves the right to reject any or all EOI offers and to select or disqualify any participant at its discretion.

It is Eskom’s expectation that the previous design intent will be sustained, in terms of the overall
system architecture, functionality offered, brand and types of IEDs utilised (including part and type
numbers), guarantees and the provision of product support. The design details of the previously
developed and approved schemes and swing frame cabinets are captured in the engineering drawings
and base configurations which can be requested from Eskom and will be supplied (pdf’s) subject to
signature of a Non-Disclosure Agreement. These drawings will assist in understanding the scope and
in the completion of this EOI.

Eskom reserves the right to cancel this EOI process at any time prior to entering into any contract that
may result from this process and will not accept or incur any liability for such cancellation.
Eskom is not bound to accept any of the submissions, nor give reasons for any decisions in this
respect.
NOTE TO THE RESPONDENTS: Selection of the organization shall be made based on the details
submitted in the EOI. The offered solutions will be inspected for preliminary short-listing by
Eskom to determine market research for this requirement in order to develop a list of suppliers
able to provide the product. This list of suppliers may be used to inform a closed tender list.
This may include carrying out the inspection of the offered solution. Selected organizations will be
informed subsequently to submit the detailed offer and terms and conditions through a closed EOI
process.
Notwithstanding anything contained above, Eskom reserves the right to reject any or all Expression

2.2 Eskom reserves the right, in its absolute discretion, at any stage and without notice, to terminate
further participation in the process by any Party, to select or disqualify any interested participant
from further engagement, to amend and/or terminate this EOI process or any future process

2.5 Any information provided pursuant to this EOI process, and any subsequent processes and/or
engagement is not confidential. Through making a submission a respondent accepts the terms
and conditions which governs this process.
2.6 All participants responding to this EOI process need to ensure that they have received all
information and remain solely responsible for satisfying themselves as to the information required
in responding hereto and are fully responsible for all costs incurred in relation hereto and under
no circumstances will any resultant cost be borne by Eskom.
2.7 Where any information or clarification is required, please do not hesitate to send an email to
Eskom Holdings SOC Ltd (“Eskom”) intends to initiate the commercial process to establish a contract
for the engineering, supply, training and support of a previously developed range of approved
Protection, Control and Substation Automation Schemes (predominantly based on the GE and Hitachi
protection relays) including the swing frame cabinets to house these schemes, to Eskom Distribution
over a period of up to four (4) years as per the following drawings. Note that the exact part and type
numbers are listed in the respective drawings. A table listing these drawings is provided in Section
5.4 below.
It is Eskom’s expectation that the previous design intent will be sustained, in terms of the overall
system architecture, functionality offered, brand and types of IEDs utilised (including part and type
numbers), guarantees and the provision of product support. The design details of the previously
developed and approved schemes and swing frame cabinets are captured in the engineering drawings
and base configurations which can be requested from Eskom and will be supplied (pdf’s) subject to
signature of a Non-Disclosure Agreement. These drawings will assist in understanding the scope and
in the completion of this EOI.

IEDs while the other Supplier’s solution was based predominantly on the GE range of protection and
automation IEDs. It was originally intended to extend these existing contracts for four years with the
respective suppliers, however due to challenges with the current contract and associated contracts,
this could not be concluded. It is Eskom’s intention to now re-establish these supply contracts with the
already developed solutions.
