Bids must be submitted online at https://tenderportal.elidz.co.za before the closing date and time. Only PDF documents are accepted, with a maximum file size of 30 MB per file. A two-envelope procedure applies: technical proposal in 'Envelope A' and financial proposal in 'Envelope B'. The financial proposal is only opened if the technical proposal is acceptable. Including any price details in Envelope A, or failing to sign the Form of Offer in Envelope B, will result in disqualification. Submissions must be suitably endorsed and comprehensively completed; incomplete or unsigned submissions will be disqualified. Late submissions will not be considered.

Functionality evaluation (minimum 75 out of 100 points to be considered responsive):

• Technical Merit (18 points): Site Agent with National Dip in Civil Eng/Built Environment or NQF Level 7 and ECSA registration (8), Safety Officer with SACPCMP registration (6), Plumber with NQF Level 4 and Trade Test (4).
• Applicant's Proposed Expertise and Resources (18 points): Site Agent experience (7 for 15-19 years, 5 for 10-14, 3 for 5-9), Civil Foreman experience (6 for 15+ years, 3 for 10-14), Artisan Plumber experience (5 for 10+ years, 4 for 5-9, 3 for 4 years).
• Relevant Company Experience (54 points): Civil Infrastructure contracts over R12m (10 each, max 20), Road Rehabilitation and Pothole Management over R10m (5 each, max 10), Water Reticulation over R5m (5 each, max 10), Sewer Infrastructure over R5m (4 each, max 8), Stormwater Rehabilitation over R5m (3 each, max 6).
• Method and Approach (10 points): Emergency Response Plan (2), Preventative Maintenance Strategy (2), Sourcing & delivery of critical spares (2), Underground Services Detection Methodology (2), Road rehabilitation prioritization (2).

Financial evaluation uses the formula Ps = 80(1 - (Pt - Pmin)/Pmin). The tender is awarded to the highest total points, though ELIDZ may negotiate if the preferred bidder's proposal exceeds the project estimate.

The scope is the provision of maintenance and repair services to ELIDZ civil infrastructure, located at the ELIDZ within the West Bank area of the Buffalo City Metropolitan Municipality. The contract includes site establishment, site usage, permits and way leaves, alterations and extensions to existing works, and management. Appendices include a Generic Occupational Health and Safety Specification and a Construction Environment Management Plan. Access to premises will not be required.

A detailed method statement is required demonstrating the approach to: Emergency Response Plan, Comprehensive Preventative Maintenance Strategy, Sourcing & delivery of urgent critical spares, Underground Services Detection Methodology, and Road rehabilitation prioritization. This is scored under Method and Approach (10 points).

Key personnel qualifications: Site Agent – National Dip in Civil Eng/Built Environment or NQF Level 7 with ECSA registration, dedicated full-time on site; Safety Officer – SACPCMP registration as Construction Health and Safety Officer (SHSO) or Manager (CHSM); Plumber – National Certificate in Plumbing (NQF Level 4) with Trade Test Certificate. Experience requirements: Site Agent 15-19 years (7 points), 10-14 years (5), 5-9 years (3); Civil Foreman 15+ years (6), 10-14 years (3); Artisan Plumber 10+ years (5), 5-9 years (4), 4 years (3). Mandatory eligibility requirements:

• Registration on the Central Supplier Database (CSD) with MAAA number.
• Valid original or certified B-BBEE certificate; companies with turnover under R10 million may submit an accountant or SARS letter confirming turnover.
• Certified copy of Company Registration Certificate.
• Letter of Good Standing from Compensation Commissioner.
• CIDB registration in category 6CE or higher (compulsory).
• For joint ventures: lead partner must have grading designation equal or higher than 5CE, or comply with CIDB JV Calculator; JV agreement must be submitted.
• Director must provide proof of valid registration with ECSA (Pr Tech Eng/Pr Eng) or SACPCMP (Pr CM/PRCPM).
• Each party in a consortium/JV must submit separate proof of TCS/PIN/CSD number.
• If awarded consecutive contracts above R5 million, a Supplier Development Plan for SMMEs must be submitted.

B-BBEE certification required: valid original or certified B-BBEE certificate, or accountant/SARS letter for turnover under R10 million. A Safety Officer with valid SACPCMP registration as Construction Health and Safety Officer (SHSO) or Candidate/Construction Health and Safety Manager (CHSM) is required for the technical merit evaluation. A Generic Occupational Health and Safety Specification is included as an appendix. The method statement must include an Emergency Response Plan.

Tender validity period is 120 days. Conditions of tender per SANS 294:2004. ELIDZ may disqualify misrepresentation, terminate contract and recover payments if misrepresentation discovered after award. ELIDZ reserves the right to negotiate if preferred bidder's proposal exceeds estimate. Tender may be awarded to a bidder not scoring highest if reasonable grounds exist. Tender offers considered only if tenderer is not listed on Register of Tender Defaulters, has not abused SCM system, has legal capacity, is not insolvent or under business rescue, complies with legal requirements, and can perform without conflicts of interest.
