Bidders must submit technical and financial proposals in two separate envelopes: Envelope A (Technical Proposal) and Envelope B (Financial Proposal).

• Envelope A must contain all required returnable documents, including the completed ELIDZ Procurement Handbook, CSD registration certificate, valid tax clearance or SARS PIN, B-BBEE certificate or sworn affidavit, company profile, proof of office location, proof of ECSA or SACPCMP registration for a director, proof of one completed Energy Performance Contract or equivalent, proof of M&V experience (e.g., IPMVP), valid CIDB certificate (4EB/4EP or higher), proof of funding capacity, proof of staff registration with the Department of Labour as an Installation Electrician (per Electrical Machinery Regulation 13(1)) and as an Electrical Contractor, and CVs and certifications of key personnel.
• Envelope B must contain the price schedule and proposed solution costing.

• E-mailed, faxed, late, or incomplete proposals will not be considered.
• Inclusion of price details in Envelope A will result in disqualification.
• Non-signed Form of Offer in Envelope B will result in disqualification.
• All tenders must be signed by an authorised person, with proof of authority (e.g., board resolution) attached.
• Joint ventures must submit a certified copy of the JV agreement, authorisation certificates, and consolidated B-BBEE certificate.

The bidder must submit a detailed energy savings calculation, a Measurement and Verification Plan, and a detailed implementation plan and timeline.

Evaluation follows the 80/20 rule: 80 points for the financial proposal and Energy Performance Contract (EnPC), and 20 points for specific goals (B-BBEE and other preferences).

• Financial proposal scoring uses a performance rating (Pt) calculated as: (Total monetary value of savings during contract - Total 3-year post-contract maintenance cost) / Contract duration (years). The highest Pt sets Pmax and is ranked first.
• Specific goals points: 10 points for 51%+ Black owned, 5 points for Eastern Cape based, 1 point for 51%+ Black Women owned, 1 point for 51%+ Black Youth owned, 3 points for SMMEs.
• Functionality evaluation (Envelope A) is scored out of 100 points, with a minimum of 70 points required to proceed to the next stage. Criteria include: projected energy savings (15 points), quality of equipment (15 points), M&V plan (10 points), implementation plan and timeline (10 points), bidder expertise and resources (8 points), professional registration and project experience (7 points), and references (30 points).
• No points for B-BBEE if total B-BBEE score is less than 30%.
• Tenders with functionality less than 70% will not be considered.

Scope: Supply, delivery, installation, commissioning, operation, and maintenance of IoT-ready LED luminaires, controllers, and Central Management System (CMS) at the ELIDZ under an Energy Performance Contract (EnPC), including full financing and shared energy savings.

• The bidder must propose a complete EnPC model, including financing, savings sharing, operation and maintenance, and M&V over the proposed contract duration.
• Detailed technical specifications are attached to the RFP.
• Delivery point: ELIDZ offices, Lower Chester Road, Sunnyridge, East London, or anywhere the service is required.
• The project must commence after signing the EnPC, with a proposed timeline for implementation (evaluation rewards timelines of 6 months or less).

The bidder must propose a detailed implementation plan and timeline for delivery, installation, and commissioning of the equipment.

The bidder must submit 5 CVs for a qualified team, including project manager, engineers, M&V specialists, and maintenance team.

The bidder must propose a complete model for the energy performance contract, including financing, savings sharing, operation and maintenance, and M&V. Equipment quality is evaluated based on certification, warranty, and brand reputation.

The tender price must be in South African Rand and remain firm for 180 days after closing date.

• Prices are inclusive of VAT unless otherwise stated.
• Payment: monthly instalments of verified savings, with a share of 20% going to ELIDZ (proposed by bidder).
• Maximum payment processing period: 30 days from receipt of a complete claim, which requires signed M&V documents, original invoices, covering letters of approval, and statement of accounts.
• The successful bidder must provide a Deed of Guarantee at 5% of the capex investment value, within 21 days of signing the award letter.
• Bidders must demonstrate ability to mobilise funding (e.g., Grade A bank grading, proof of financial capacity, past project financing, or letters of intent from financial partners).

Mandatory registrations and documents:

• CSD registration (Central Supplier Database) with MAAA number.
• Valid Tax Clearance Certificate or SARS PIN.
• Valid B-BBEE certificate (SANS-accredited) or sworn affidavit for EMEs/QSEs.
• CIDB grading: 4EB or 4EP or higher (compulsory).
• Director must be registered with ECSA (Pr Tech Eng/Pr Eng) or SACPCMP (Pr CM/PRCPM).
• Proof of staff registration with Department of Labour as Installation Electrician (per Electrical Machinery Regulation 13(1)) and as Electrical Contractor (compulsory; failure leads to automatic disqualification).
• Proof of one successfully completed Energy Performance Contract or equivalent performance-based project.
• Proven experience in M&V protocols (e.g., IPMVP).
• Letter of Good Standing from Compensation Commissioner.
• Company registration certificate.
• Completed and signed ELIDZ Procurement Handbook.
• For JVs: consolidated B-BBEE certificate and JV agreement.
• B-BBEE certificates from non-accredited agencies are not accepted.
• EMEs (turnover < R10m) may submit a letter from an accountant or SARS confirming turnover and a sworn affidavit.

A maximum of 20 points may be awarded for specific goals. Points are allocated as follows: 10 points for 51%+ Black owned, 5 points for Eastern Cape based, 1 point for 51%+ Black Women owned, 1 point for 51%+ Black Youth owned, 3 points for SMMEs. The service provider must produce project-specific SHE risk assessments, SHE plans, safe work procedures, PPE lists, and other documents as listed in the RFP.

All services must comply with pertinent laws and policies of government. Local production and content requirements may apply.

The successful tenderer must have sufficient and competent staff available to commence full-time operations from the Commencement Date, failing which the contract may be awarded to the next most preferred tenderer.

The contract must be awarded to the tenderer scoring the highest points, unless reasonable and justifiable grounds exist. ELIDZ reserves the right to verify B-BBEE credentials independently. Misrepresentation of facts may lead to disqualification or contract termination.
