Bids must be delivered in a sealed envelope with the bid number and subject on the front and the bidder's return address on the reverse. Complete all official Foskor forms in full, legibly, in non-erasable ink; original forms only, not reprocessed copies. Late bids are not considered. All returnable documents listed in the RFP must be submitted; missing mandatory documents disqualify the bid, and missing other schedules may also disqualify. Bids must remain valid for the requested validity period. Prices subject to confirmation are not considered. Alterations to bid prices must be made by deleting and inserting figures, initialled by the signatory. All amounts must be in ZAR unless otherwise permitted. State full names of directors, members, or partners as applicable. If samples are required, they must reach the addressee by the closing date. Additional information may be submitted on company letterhead, cross-referenced in the RFP. After closing, bidders may only communicate with the General Manager Procurement; unauthorised communication about the bid may disqualify it. The hard copy submission supersedes any soft copy if there is a discrepancy.

Evaluation stages: administrative responsiveness (timely, complete, signed), substantive responsiveness (priced offer, CSD, financial stability, CIDB 7 SL), technical threshold (70%), weighted scoring (Price 80, B-BBEE 20), post tender negotiations if price not market-related, then award. Scope: Scaffolding erection and dismantling service at Foskor Mine for three years. Pricing schedule includes labour components: Management and safety (MHSA 2.6.1 Manager, 2.9.2 Supervisors, Scaffolding Inspector, Safety Officer) at 173 hours per month; Erection crew (Team Leader, Qualified Erector, Fixer/Assistant x2, General Labour, Driver) with quantities and hours per crew. Additional costs include P&G monthly fee (management, admin, cell phones, safety management, legal insurance, transport, licenses) with estimated travel distance 250km within mine precinct. Standby crew cost breakdown required. Annual escalation assumed at 7%, negotiated at contract anniversary. Contract value over 36 months. Bidders must complete Pricing Annexure B including afterhours standby rates. Foskor seeks reduced costs, improved service, proactive improvements, and reliable personnel. Bidders must submit details of environmental policies (waste disposal, recycling, energy conservation).

Pricing must be in ZAR. Prices must be firm for the contract duration; firm prices take precedence over fluctuating ones. Bidders may submit alternative payment/financing proposals but must first tender strictly per the Terms and Conditions of Contract. Successful bidder may be required to furnish a guarantee covering advance payments. Conditional discounts: period calculated from receipt of correct month-end statement and tax invoice. Prices for goods must be Delivered Duty Paid (Incoterms 2010) unless otherwise specified. Local supplies quoted on Delivered RSA named destination basis; imported supplies on Delivered Duty Paid basis. VAT must be shown separately on tax invoices. Payment terms per the Terms and Conditions of Contract. Security may be required in the form of a Deed of Suretyship from an approved bank, building society, insurance or guarantee corporation.

CSD registration: Mandatory before submitting bid; business not awarded if not registered. Foreign suppliers with no local entity exempt. Tax compliance: Must be compliant with all tax legislation, including Income Tax Act and VAT Act; tax matters must be in order or satisfactory arrangements made with SARS. Consortia/JVs/subcontractors each must be CSD registered and tax compliant. CIDB grading: Valid and active CIDB grading of level 7 SL or higher. B-BBEE: Minimum level 7; B-BBEE scorecard and Preference Points Claim Form required. Employment Equity Act compliance required. Security clearance: Successful bidder and personnel may need security clearance to CONFIDENTIAL/SECRET/TOP SECRET level. Legal review: Bid terms and conditions subject to review by Foskor's Legal Counsel; material deviations may disqualify. Integrity Pact: Must be signed and complied with for vendor registration.
