Only bidders with a CIDB grading of 9ce are eligible. Bidders must also demonstrate at least one completed grade 9ce contract worth r90 million or more in the past five years and a minimum annual turnover of r200 million.
CIDB grading: Bidders must hold an active CIDB contractor grading of 9CE (or a JV with combined grading equal to 9CE and lead partner at 9CE or one level below). Proof of registration must be submitted.
Compulsory briefing: Attendance on 24 November 2026 at 09:00 at Roodeplaat Training Centre (56 Moloto Rd, Roodeplaat, Pretoria) is mandatory. Sign the attendance register and submit the signed Certificate of Attendance (Annexure A) with the bid.
Experience: Provide evidence of at least one contract completed in the last 5 years as main contractor in Grade 9CE works with a value of at least R90 million including VAT. For JVs, the lead partner must provide a contactable reference.
Financial capacity: Submit financial statements for the two financial years immediately preceding closing and demonstrate a best annual turnover of at least R200 million (cumulative for JVs).
Key personnel: Provide valid professional registrations for civil engineers/technologists/technicians (ECSA), a foreman trade test certificate, and SACPCMP registrations for construction project manager, construction health and safety officer, and construction manager.
Quality threshold: Score at least 70 out of 100 in Phase 2 Quality evaluation (key personnel 40, quality procedures 20, previous experience 20, plant and equipment 20). A lower score disqualifies.
Submission: Deliver the original, one copy, and a PDF on USB flash drive to the bid box at Zwamadaka Building, 157 Francis Baard Street, Pretoria, by 14 January 2027 at 11:00. Initial every page and submit all returnable forms (SBD 1, SBD 4, SBD 6.1, Annexures A–V).
