Bidders must provide two (2) Technical Advisors who meet the minimum qualifications: a degree (NQF7) in Financial Management, Accounting, or Municipal Accounting; 5-10 years' experience in municipal accounting and managerial positions; and at least 5 years' experience in implementing, managing, and supporting the mSCOA reform, including hands-on work with the 7 segments, data conversion, chart alignment, UAT, and go-live.
Bidders must submit CVs, copies of qualifications, identity documents, and valid work permits (for foreign nationals) for the proposed advisors. International qualifications must be accompanied by a SAQA certificate of evaluation; points will not be awarded without it. Failure to attach required documents results in disqualification.
Fees must be quoted at a fixed monthly rate per resource, inclusive of all expenses, and must comply with the DPSA 'Guide on Hourly Fee Rates for Consultants'. The rate is subject to annual CPI escalation. Successful bidders must register for VAT.
Evaluation is in two stages: Stage 1 – Administrative Compliance and Technical Evaluation (minimum threshold of 75 out of 100 points); Stage 2 – Price (80 points) and Preference points (20 points) for specific goals: Black Ownership (10), Woman Ownership (5), Ownership by People with Disability (5).
