Sol Plaatje Local Municipality invites suitably qualified bidders for the supply and delivery of new 66 kV

Outdoor Current Transformers, 66 kV Outdoor Potential (Voltage) Transformers, 11 kV SF6 Gas-Insulated

Three-Way and Four-Way Ring Main Units (RMUs), and 66 kV Outdoor SF6 Circuit Breakers for use on the

Municipality's electrical distribution network.

The equipment shall be brand new, unused, of the latest proven design, manufactured in accordance with

the latest applicable IEC, SANS and NRS standards, and suitable for continuous operation under South

African environmental conditions.

The successful bidder shall supply, deliver and offload the equipment at the Municipality's designated stores

or substation. The supply shall include all standard accessories, routine and type test certificates,

manufacturer's technical documentation, operating manuals and guaranteed technical particulars.

2. Applicable standards

The equipment shall comply with, but not be limited to, the latest editions of:

3. Technical specification NO. 1

SUPPLY AND DELIVERY OF 66 kV OUTDOOR CURRENT TRANSFORMERS (350/1 A)

The Municipality requires new outdoor oil-insulated Current Transformers suitable for installation on the 66

kV distribution network. The Current Transformers shall have a highest system voltage of 72.5 kV and a

transformation ratio of 350/1 A. Each unit shall include separate metering and protection cores with an

accuracy class of 0.2S for metering and 5P20 for protection, unless otherwise approved. The minimum rated

burden shall be 15 VA per core.

The transformers shall be hermetically sealed, oil insulated and suitable for continuous outdoor operation.

Each transformer shall be complete with porcelain or silicone rubber insulators, stainless steel nameplate, oil

level indicator, lifting lugs, earthing terminal and a lockable weatherproof terminal box with a minimum

protection rating of IP55.

Routine and type tests shall be carried out in accordance with IEC 61869. Certified routine and type test

reports shall accompany every Current Transformer supplied.

4. Technical specification NO. 2

SUPPLY AND DELIVERY OF 66 kV OUTDOOR POTENTIAL (VOLTAGE) TRANSFORMERS (66 kV/110

V)

The Municipality requires outdoor oil-insulated Potential Transformers suitable for operation on the 66 kV

distribution network. The Voltage Transformers shall have a highest system voltage of 72.5 kV and a voltage

ratio of 66 kV/110 V. The metering winding shall have an accuracy class of 0.2 and the protection winding

shall have an accuracy class of 3P or equivalent. The minimum rated burden shall be 100 VA.

Each transformer shall be oil insulated, hermetically sealed and suitable for outdoor installation. The

equipment shall include an oil level indicator, pressure relief device, stainless steel engraved nameplate,

earthing terminal, lifting lugs and a lockable IP55 terminal box.

Routine and type tests shall be conducted in accordance with IEC 61869, and certified test reports shall

accompany each transformer supplied.

5. Technical specification NO. 3

SUPPLY AND DELIVERY OF 11 kV SF6 GAS-INSULATED THREE-WAY AND FOUR-WAY RING MAIN

UNITS (RMUs)

The Municipality requires SF6 gas-insulated Ring Main Units suitable for installation on the Municipality's 11

kV underground distribution network. The equipment shall be factory assembled, factory tested, sealed for

life and maintenance free.

The Three-Way RMU shall comprise two 630 A Load Break Switches and one 630 A Vacuum Circuit Breaker

fitted with a numerical protection relay providing overcurrent and earth fault protection.

The Four-Way RMU shall comprise two 630 A Load Break Switches and two 630 A Vacuum Circuit Breakers,

each equipped with independent numerical protection relays.

The RMUs shall be suitable for a highest system voltage of 12 kV with a continuous current rating of 630 A

and a minimum short-time withstand current of 20 kA for three seconds. Each RMU shall include fault-making

earthing switches, voltage presence indicators, cable testing facilities, fault passage indicators, mechanical

interlocks, mimic diagrams, padlocking facilities and cable compartments suitable for XLPE medium-voltage

cables.

The enclosure shall have a minimum protection rating of IP54 and the sealed SF6 tank shall have a minimum

protection rating of IP67.

Routine and type tests shall be conducted in accordance with IEC 62271, and certified routine and type test

reports shall accompany every RMU supplied.

6. Technical specification NO. 4

SUPPLY AND DELIVERY OF 66 kV OUTDOOR SF6 CIRCUIT BREAKERS

The Municipality requires new outdoor three-pole SF6 gas-insulated Circuit Breakers suitable for installation

on the 66 kV distribution network. The Circuit Breakers shall have a highest system voltage of 72.5 kV and

shall be suitable for switching, protection and isolation duties on the Municipality's high-voltage network. The

equipment shall have a minimum continuous current rating of 1 250 A and a minimum short-circuit breaking

capacity of 31.5 kA for three seconds. The operating duty shall comply with IEC 62271-100.

Each Circuit Breaker shall be SF6 gas insulated, suitable for automatic reclosing duty, and fitted with a motoroperated spring charging mechanism. The equipment shall include local and remote operating facilities,

mechanical position indicators, anti-pumping devices, operation counters, gas density monitors, low gas

alarm contacts, lockout contacts, stainless steel nameplates, earthing terminals and a weatherproof control

cabinet with a minimum protection rating of IP55. The support structure shall be hot-dip galvanised and

suitable for outdoor installation under South African environmental conditions.

Routine and type tests shall be carried out in accordance with IEC 62271-100. Certified routine and type test

reports shall accompany every Circuit Breaker supplied.

7. Factory acceptance test (fat)

The Manufacturer shall perform routine factory tests in accordance with the applicable IEC standards. Sol

Plaatje Local Municipality reserves the right to inspect the manufacturing process and witness Factory

Acceptance Tests prior to dispatch.

Certified Factory Test Reports shall accompany all equipment supplied.

8. Delivery requirements

The successful bidder must supply and deliver all equipment to the designated Municipal Store.

The equipment must be adequately packaged to prevent damage during transport and storage.

The bidder must include all transport, handling, packaging and off-loading costs in the tendered rates.
