Submit the EOI response by email to [email protected], with the EOI number in the subject line. The response must be signed by a person duly authorised to bind the company. The maximum email size is 25MB; multiple emails are acceptable. Responses must be in English. The JDA will not accept telegraphic, telephonic, telex, facsimile, or late submissions. The EOI response must be submitted on the official tender documentation downloaded from the JDA website (www.jda.org.za) or the e-Tenders portal (www.etenders.gov.za); retyping the tender document is not permitted. The Klipfontein Wellness Centre is a mixed-use development on Erf 538, Klipfontein View, south-east of Midrand, City of Johannesburg. The property is owned by the City of Johannesburg, covers 33,521 m², and is zoned Institutional for health facilities. The centre is at approximately 60% construction completion; the project is currently suspended due to the City's financial constraints. The JDA seeks a private party to fund completion and operate the facility under a long-term lease. The scope includes wellness and healthcare facilities, community support services, administrative facilities, outdoor recreational facilities, outdoor gyms, a running track and sports fields, community farming areas, public open space, and associated civil, electrical, mechanical, and landscaping infrastructure.

Respondents must describe their proposed solution for the Klipfontein Wellness Centre opportunity, including the potential development and any other amenities. They must state whether they are interested as a developer, an operator, or both, and indicate the estimated period of agreement that would make their investment viable. They must also state what conditions would encourage or discourage them from bidding.

Respondents must submit a company profile and provide details of their experience, including names and locations of past development or current operations, market segments, and number of years in operation. They must also provide their B-BBEE profile and status, and list memberships and affiliations.

The JDA is seeking a private party to fund the completion of the Klipfontein Wellness Centre, which is currently at approximately 60% completion. The project is suspended due to the City of Johannesburg's financial constraints. No pricing or financial evaluation is part of this EOI.

Active registration on the National Treasury Central Supplier Database (CSD) at the time of tender closure is mandatory; failure to provide a valid CSD registration number results in immediate disqualification. The EOI response must include the completed Annexure A (Business Declaration) and Annexure B (Cover Letter from Respondent). The EOI response is valid for 180 days (six months) from the closing date.

The Klipfontein View Wellness Centre is currently at construction stage and has reached an estimated 60% completion progress. The progress achieved to date demonstrates the City of Johannesburg’s commitment toward the successful completion of the projects. However, due to financial strains and distress faced by the City the project is currently suspended. Additional funding and sponsorship support are therefore being sought through seeking interesting partners to assist the City with completion of the project. The scope of works to comprise of, but not limited to: Wellness and healthcare facilities; Community support services; Administrative facilities; Outdoor recreational facilities; Outdoor gym facilities; Running track and sports fields; Community farming areas; Public open space and recreational facilities; Associated civil, electrical, mechanical and landscaping infrastructure.
