Bids must be submitted in a sealed envelope marked with the tender reference number LDPWRI-B/20579 and the description "Appointment of a contractor for the refurbishment of Letaba Special School sewer pump station". Submissions must be deposited in the tender box at the Department of Public Works, Roads and Infrastructure, 20 Hans van Rensburg Street, Polokwane, 0700, before the closing date and time. The tender will be evaluated using the 80/20 preference point system in terms of the Preferential Procurement Policy Framework Act (PPPFA) and its 2022 Regulations. Price accounts for 80 points and Specific Goals (B-BBEE status level of contributor) account for 20 points. A minimum functionality score of 60 out of 100 is required to qualify for the price and preference evaluation stage. Functionality criteria include: relevant experience in sewer pump station or similar civil works (30 points), key personnel qualifications and experience (30 points), plant and equipment availability (20 points), and proposed methodology and programme (20 points).

Refurbishment of the sewer pump station at Letaba Special School in the Limpopo Province. Works include, but are not limited to: demolition and removal of existing defective pumps, pipework, valves, electrical control panels, and associated civil works; supply and installation of new submersible sewage pumps (duty/standby configuration), rising main pipework, non-return valves, gate valves, flow meter, and electrical control panel with telemetry; construction of new valve chamber and modification of existing wet well; electrical installation including cabling, conduit, and connection to existing power supply; testing, commissioning, and handover of the complete installation. Contract duration: 5 months from date of site handover. All works must comply with SANS 1200, SANS 10400, and relevant municipal by-laws.

Pricing must be submitted on the Bill of Quantities (SBD 3.2 / Pricing Schedule for non-firm prices) included in the tender document. Rates must be firm for the duration of the contract. A performance guarantee of 10% of the contract sum is required within 14 days of acceptance of the tender, in the form of a bank guarantee or insurance guarantee from an approved institution. Retention of 10% of each payment certificate will be held, with 5% released at practical completion and the remaining 5% at final completion. Payment terms: 30 days from receipt of a valid tax invoice and payment certificate certified by the Engineer.

Mandatory eligibility requirements: CIDB contractor grading designation 5CE or higher (Civil Engineering); active registration on the Central Supplier Database (CSD) with a compliant tax status (SARS tax compliance status PIN); valid B-BBEE certificate or sworn affidavit for Specific Goals points; Compensation Fund (COIDA) registration or proof of payment; Letter of Good Standing from the Department of Labour.
