Submission method: sealed envelope, signed original hard copy plus one softcopy on USB memory stick or read-only disc, placed in the designated tender box at the IDT North West Regional Office, 4071 Joules Street, Industrial Site, Mahikeng, 2745. The envelope must be clearly marked with the tender number and description. Telegraphic, telephonic, telex, facsimile, e-mail and late bids will not be accepted. Tenders must be submitted only on the tender documentation downloaded from the IDT website or e-tenders portal; retyping is not permitted. No alternative tender offers will be considered. Returnable forms include: SBD 1 (Invitation to Bid), SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim), Confirmation of Receipt of Addenda, Letter of Authority/Board Resolution, Form of Offer (signed and witnessed), JV agreement if applicable, CIDB registration, CSD MAAA number, COIDA/FEM certificate, CIPC registration, SACPCMP registrations, and the fully priced Bill of Quantities. Failure to submit any mandatory document results in disqualification. The bid offer must remain valid for 120 calendar days from the closing date. Bidders must acknowledge any addenda; failure may eliminate the bid from evaluation. All signatories must initial any alterations; erasures and masking fluid are prohibited.

Evaluation is in three phases. Phase One (Compliance): bidders must meet all administrative and mandatory requirements or be disqualified. Phase Two (Functionality): scored out of 100 points, with a minimum overall threshold of 70 points and minimum thresholds per criterion: Relevant Previous Experience on similar civil engineering projects in the last 10 years (35 points, minimum 17); Signed and stamped client references or contactable reference letters (15 points, minimum 6); Qualifications, Skills and Experience of key personnel (35 points, minimum 20); Financial Viability (15 points, minimum 10). Only civil engineering works projects score points; RDP/housing, transport, traffic, and electrical/mechanical projects score zero. Phase Three (Preference): 80/20 preference point system applies (estimated value below R50 million). Price gets 80 points; specific goals get 20 points: Women Ownership 6, Youth Ownership 6, People with Disabilities Ownership 4, Black Ownership 4. Source documents must be submitted to claim points; failure results in zero points for that goal. The IDT may conduct a risk assessment on recommended bidders.

Scope of works: upgrading of stormwater drainage and fixing roof leakages at Tshepong Hospital within Dr Kenneth Kaunda District, North West Province. Stormwater works: augment current stormwater drainage; clean and protect open drain from erosion; provide non-shrink cement mortar to floor of existing channel and shape to improve slope and water flow; construct energy dissipaters at overflow outlets; rehabilitate kerb inlets along access road and cover with tamper-proof grid. Roofing works: refurbish or replace roof at casualty and administration building; replace some roof trusses; replace some roof sheeting; jet wash and repaint roof; inspect other roofs as directed by the client. The Bill of Quantities must be priced in its entirety; non-applicable items marked 'N/A'. Price each line item in black ink.

Pricing: Bill of Quantities (BOQ) must be submitted in full, priced in black ink. Financial viability is scored in functionality: bidders must provide at least one of the following to score points — signed and stamped bank rating Code 'A' of R2 million or higher over 12 months, or annual financial statements not older than 12 months with cash and cash equivalents of R2 million or more, or bank-issued confirmation of an approved overdraft facility of not less than R2 million (all dated within 12 months prior to closing); or the same with R1 million thresholds for 10 points. Lower thresholds or non-submission score zero. Contract documents include a Form of Guarantee, Adjudicator's Agreement, Occupational Health and Safety Agreement, and Waiver of Lien. Insurance requirements are stated in the Contract Data.

Mandatory: CIDB contractor grading 7CE or higher (civil engineering); JVs must submit consolidated active CIDB grading equating to 7CE or higher. CSD registration with MAAA number. CIPC registration (all JV partners). Valid COIDA or FEM certificate (all JV partners). Active SACPCMP professional registration for the Construction Manager / Construction Project Manager (Pr. CM/CPM) assigned to the project. Active SACPCMP registration for the Construction Health and Safety person (CHSO, CHSM or CHSA). Attendance at the compulsory site briefing. Letter of Authority / Board Resolution for the signatory. Form of Offer signed and witnessed. JV agreement signed by all parties if applicable. Tax compliance letter with unique PIN is mandatory prior to award; the IDT will verify tax status and give the recommended bidder seven working days to provide SARS proof if non-compliant. Bidders listed on the National Treasury List of Restricted Suppliers or with directors on the Register of Defaulters are disqualified. Directors employed by the state are disqualified under Regulation 13(c) of the Public Service Regulations, 2016. Preference points source documents: CIPC registration (plus share certificate if ownership not reflected), originally certified ID documents not older than 6 months for women, youth and black ownership, and a doctor's letter confirming disability with verifiable contact details.
