Capricorn district municipality requires a service provider to maintain, repair and service the fire service's self-contained breathing apparatus (scba) compressors, cascade banking/storage systems and associated equipment for its community services directorate. Pricing is submitted as a total bid amount on combined rates, and bidders must show a track record on projects of similar scope and size. Attendance at the compulsory site inspection on 12 november 2026 at 10:00 is a condition of a responsive bid, and the closing date is contested: the cover page and tender record state 30 november 2026 at 11:00 while the mbd 1 invitation page states 30 october 2026 at 11:00, so bidders should confirm the date with the municipality. Bids are scored on the 80/20 preference point system and remain valid for 90 days.
Compulsory site inspection: 12 November 2026 at 10:00 at the Capricorn District Municipality Function Room, 41 Biccard Street, Polokwane (S23°54'44.12" E29°27'24.72"); a bidder who does not attend is disqualified.
Closing and delivery: hand delivery to the bid box at Capricorn District Municipality, 41 Biccard Street, Polokwane, 0699 by 30 November 2026 at 11:00, in a sealed envelope marked with the bid number and description; the MBD 1 page states 30 October 2026 at 11:00, so confirm the date with the municipality. Late bids are not accepted.
Document format: the pack must be stapled and banded (a pack that is not is automatically disqualified), completed in black ink only, every page initialled, and no page may be removed.
Evaluation: 80/20 preference point system on price and specific goals, with functionality and financial ability to execute the contract assessed first; the 90/10 system applies only above R10 million. Bids stay valid for 90 days.
Mandatory compliance documents: valid CSD number; SARS tax compliance status PIN (or CSD number where no TCS is held), with separate TCS/PIN/CSD for each JV, consortium or subcontractor party; CIPC registration and certified ID copies of all directors, members or shareholders; proof of municipal rates and taxes paid, a tribal authority letter or a valid lease agreement for the company and every director, not older than three months; signed JV agreement where applicable; CIDB registration in the relevant category for construction-related work; professional body registration where the profession requires it.
Disqualifying omissions: failure to complete and sign the certificate of independent bid determination (MBD 9), false information, pages removed, pencil completion, attempting to influence the evaluation, any director or shareholder in the service of the state, listing on the Register of Bid Defaulters or National Treasury's prohibited-persons database, municipal rates in arrears for more than three months, unsatisfactory performance on a public sector contract in the last five years, or conviction for fraud or corruption in the past five years.
Experience and pricing: bidders must demonstrate a track record on a project of similar scope and size, and quote a total bid amount on combined rates stating the number of items offered; the successful bidder must furnish the performance security set in the Special Conditions of Contract within 30 days of award notification.
