Maintenance and repair of the boilers at mdantsane prison in the eastern cape over a 36-month contract, priced against the bill of quantities in the bid pack. Bidders need CIDB grade 5 me or higher, a fully priced boq, and attendance at a compulsory briefing at mdantsane prison on friday, 13 november 2026 at 10h00. Bids close on tuesday, 24 november 2026 at 11h00 in the bid box at the eben donges building, gqeberha. The decisive hurdle is functionality: bidders must score at least 50 of 100 overall and meet the minimum on each of the four criteria, including at least three qualifying boiler reference letters each worth more than r900 000 from the last five years.
Compulsory briefing — Friday, 13 November 2026 at 10H00 at Mdantsane Prison; attendance is mandatory and must be proved by a signed DPW-16 certificate or the signed attendance register, or the bid is disqualified.
Closing and submission — Tuesday, 24 November 2026 at 11H00; sealed bid to the bid box at the Department of Public Works & Infrastructure, Eben Donges Building, Corner Robert & Hancock Street, Gqeberha, 6001; bid validity is 84 calendar days.
CIDB grading — Grade 5 ME or higher, or proof of an application to CIDB on or before closing for registration, upgrade or correction, with registration achievable within 21 working days of the closing date.
Functionality minimums — 100 points available with a 50-point overall pass, plus a minimum on each criterion: experience 5/25, performance references 5/25, financial capacity 8/20 and key personnel 6/30; failing the overall score or any single criterion disqualifies the bid. The department may also pass over the highest scorer if that bidder could win more than one of the four simultaneous boiler tenders (Fort Glamorgan, Mdantsane, St Albans and Kirkwood prisons).
Reference letters — at least three completed boiler maintenance, repair or installation projects in the last five years, each with a contract value above R900 000, submitted on the departmental testimonial template, dated and signed, showing contract start and end dates and the client's name, contact details and email; performance must be rated at least satisfactory or it is treated as unsatisfactory, and appointment, award or signed contract letters are not accepted as references.
Key personnel — a minimum of one millwright/fitter technician, one boiler operator and one electrician, supported by a trade test certificate for the millwright or mechanical fitter, a boiler operator training certificate or confirmation letter for each operator, and the electrician's wireman's licence card; no CVs are required.
Pricing, financial capacity and preference — every BOQ item must be priced and mark-up on provisional amounts stated, with VAT included where the pre-VAT price exceeds R1 million; a bank rating letter or certificate with code A, B, C or D for more than R2 million over 12 months dated within three months of closing; CSD registration number on the Form of Offer; B-BBEE certificate or sworn affidavit (consolidated SANAS-accredited certificate for trusts, consortia and joint ventures); preference is scored 80/20 with 20 specific-goal points (10 for a 51%+ black-owned EME/QSE, 4 for black women-owned, 2 for Eastern Cape location, 2 for black youth-owned and 2 for black people with disability).
