Evaluation is in two stages: functionality and price/specific goals. Functionality criteria (100 points total): 1) Relevant experience in providing MFMP training accredited by LGSETA (50 points: 0 for 1 or fewer letters, 5 for 2 letters, 15 for 3, 30 for 4, 50 for 5+ letters of appointment/completion from previous clients). 2) LGSETA accreditation for MFMP training (30 points: 0 for no proof, 30 for proof of accreditation). 3) Accredited Assessor and Moderator certificates (20 points: 10 each for assessor and moderator proof). Bidders scoring 70+ points qualify for the next stage. The 80/20 preference points system applies, with HDI/designated groups and locality used for specific goals. Only bidders passing functionality will proceed to price and specific goals evaluation.

Service provider must deliver Municipal Finance Management Programme (MFMP) training for 11 officials of Masilonyana Local Municipality over 12 months. Training must cover all listed unit standards for each official, including: 5 Municipal Interns (15 unit standards), Director: Infrastructure (15 unit standards), Director: Planning and Development (9 unit standards), Manager: Revenue (7 unit standards), Manager: Assets (8 unit standards), Manager: Budget (13 unit standards), and Manager: SCM (5 unit standards). Full list of unit standards is provided in the tender document.

For contract variations not exceeding 15% of the original contract value, the supplier may be instructed to deliver goods/render services as specified. For measurable quantities, the supplier may be asked to reduce unit prices, with offers accepted if no price escalation occurs.

Relevant experience in providing MFMP training accredited by LGSETA is required. Points are allocated based on the number of appointment and project completion letters from previous clients: 0 points (1 or fewer letters), 5 points (2 letters), 15 points (3 letters), 30 points (4 letters), 50 points (5+ letters). Proof of LGSETA accreditation for MFMP training is mandatory (30 points). Accredited Assessor and Moderator certificates must be submitted (10 points each). Total functionality score must be 70+ to qualify for further evaluation.

Pre-tender testing costs are the bidder’s responsibility. Supplier premises must be open for inspection by purchaser representatives at reasonable hours if inspections are required. If inspections are not initially required but later deemed necessary, purchaser arranges and pays. If goods/services pass inspection, purchaser covers costs; if they fail, supplier covers costs. Non-compliant goods/services may be rejected. Supplier must remove/replace rejected goods at their own cost and risk. Purchaser may procure substitutes at supplier’s expense if replacements are not provided promptly.

Only firm prices are accepted; non-firm prices (including those subject to exchange rate variations) will not be considered. If different delivery points influence pricing, a separate pricing schedule must be submitted for each delivery point. Prices must align with the tender specifications.

Central Supplier Database (CSD) Registration Report and status PIN. Tax Compliance Status (TCS) PIN or certificate (via eFiling or printed). For consortia/joint ventures, each party must submit separate TCS/CSD documentation. Foreign suppliers must complete the pre-award questionnaire. No bids will be considered from persons in the service of the state. LGSETA accreditation for MFMP training is required. Accredited Assessor and Moderator certificates must be submitted.

Contract terms include: Warranty of 12 months (or 18 months from shipment date) for goods/services, covering defects in design, materials, or workmanship. Supplier must repair/replace defective items at no cost upon written notice. If supplier fails, purchaser may take remedial action at supplier’s expense. Payment terms: Invoices with delivery notes required; payment within 30 days in Rand. Prices must not vary from tender unless authorized. Performance security (bank guarantee, irrevocable letter of credit, or cashier’s cheque) due within 30 days of contract award. Penalties apply for late delivery/performance (prime interest rate per day). Contract may be terminated for default, insolvency, or force majeure. Disputes resolved via mediation, then South African courts. Contract governed by South African law. Supplier liable for all taxes/duties. No assignment or subcontracting without written consent. Intellectual property rights vest with the municipality. Supplier must indemnify purchaser against third-party claims of patent/trademark infringement.

Only bidders passing functionality will be evaluated further. The municipality reserves the right to not award any contract or cancel the tender. No correction fluid may be used on bid documents.
