Stage Three: 80/20 preference point system for services up to R50 million; 80 points for the lowest acceptable total bid price and 20 points for specific goals as per MBD 6.1. Supply, installation and maintenance of an integrated telecommunications solution for internet service provision, network, and hosted VoIP for a period of 36 months. The successful bidder must be an Internet Service Provider's Association (ISPA) member in the company name. Bidders must submit a single consolidated, holistic design depicting the overall design/architecture of the integrated solution. OEM accreditation partnership status and level of partnership will be assessed.

Pricing on MBD 3.1 (Firm Prices) and the Bill of Quantities. Rates and prices must be fixed for the duration of the contract. Bidders must submit latest three-year comparative audited financial statements. The municipality may request written evidence of financial resources and may appoint a firm of chartered accountants to investigate a bidder's financial resources.

CSD registration is mandatory; a full (not summary) CSD report not older than 30 days from closing date is required. Valid SARS Tax Compliance Status (TCS) PIN required. Bidders must not be in service of the state, have directors in service of the state, be advisors or consultants to the municipality, have municipal rates arrears over 90 days, or appear on National Treasury's restricted supplier database. Certified copies of municipal rates statements for the company and all directors (month ended August 2026) showing no arrears over 90 days, or a valid lease agreement or tribal council letter, are required. Valid Letter of Good Standing (COIDA) and Internet Service Provider's Association (ISPA) membership in the company name are compulsory. B-BBEE certificate (SANAS verified for generic enterprises; sworn affidavit or CIPC issued certificate for EME/SME) required to claim preference points.
