Bids must be hand delivered to Umjantshi House, 30 Wolmaraans, Braamfontein, Johannesburg before the closing date and time. Sign the submission register. Bids must be in a sealed envelope and submitted on official forms (not re-typed). Late bids will not be accepted. Responses must not include documents from other quotations. Any attempt to canvass SCM officers or PRASA employees between closing and award may lead to disqualification. Changes to quotations after closing are not considered. Quotations are deemed binding offers. PRASA may reject non-conforming quotations, cancel contracts if information is incorrect, and award to the highest scoring bidder unless objective criteria justify otherwise. Proposed contractual terms are subject to PRASA Legal Counsel review. Validity period is 60 working days from closing date, extendable. Awards will be published on the e-tender portal.

Stage 1B Other Mandatory Requirements: Completion of all RFQ documentation including all declarations, valid SARS PIN, CSD supplier registration number, certified copies of professional registration and qualifications with Commissioner of Oath stamp dated 3 months or less from closing date. Mandatory returnable documents must be submitted at closing date/time; failure results in disqualification.

Evaluation is in three stages:

• Stage 1A – Mandatory Requirements: automatic disqualification if not met. Requires qualified staff: a Construction Health and Safety Agent (PrCHSA) with National Diploma/B Tech in Safety Management or NEBOSH General Safety Certificate (SAQA approved if obtained outside RSA), 3 years construction safety agent experience, valid SACPCMP registration as Candidate Agent or CHSA; a Construction Health and Safety Officer (PrCHSO) with National Diploma/Degree in Health & Safety Management or NEBOSH International General Construction Health & Safety Certificate (SAQA approved if outside RSA), 3 years construction safety officer experience, professional registration as Construction H&S Officer with SACPCMP; an Environmental Assessment Practitioner (EAP) with minimum degree (NQF Level 7) in natural or environmental science, 3 years construction EAP experience, registration with SACNASP or EAPASA. At least 50% of directors must have a National Diploma in Safety Management or Environmental Management and be registered with SACPCMP/SACNASP/EAPASA. Attendance at the compulsory briefing session is mandatory; failure results in disqualification.
• Stage 1B – Other Mandatory Requirements: completion of all RFQ documentation, valid SARS PIN, CSD registration number, certified copies of professional registrations/qualifications with Commissioner of Oath stamp dated 3 months or less from closing date.
• Stage 2 – Technical/Functionality: minimum threshold of 65%. Scoring: organizational/company experience (weight 50) – up to 5 construction OHSE projects, each with PO/award letter of minimum R350k and reference letters on company letterhead; experience of key staff PrCHSA (weight 25) – based on CV showing years of experience (3 to 7+ years); experience of key staff PrCHSO (weight 25) – based on CV showing years of experience (3 to 7+ years).
• Stage 3 – Price and Specific Goals: Price 80 points, Specific Goals 20 points, total 100. Price scored using 80/20 preference point system formula: Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: EME/QSE at least 51% black owned (4 points), at least 51% owned by black persons (4 points), B-BBEE Level 1 or 2 (4 points), at least 51% owned by black persons with disabilities (4 points), at least 51% owned by black youth (4 points).

Scope: OHSE Agent services for the upgrade and/or replacement of foundations and structures between Umgeni and Kwamashu in the Kwa-Zulu Natal Region. Attached documents: Annexure A (Scope of Work & Specification) and Annexure B (Bill of Quantities).

Pricing must be in South African Rand inclusive of all taxes, firm, with cost breakdown and escalation basis. Bill of Quantities must be completed. Deviations from pricing schedule may be declared non-responsive. Discounts considered only in final evaluation on unconditional basis. If highest scoring bidder's price is not market-related, PRASA may negotiate with highest, then second, then third; if no agreement, RFQ cancelled. Delivery period to be offered.

Prices must be quoted in South African Rand, inclusive of all applicable taxes. Price offer is firm; cost breakdown must be indicated. Pricing must be submitted strictly in accordance with the pricing schedule (Bill of Quantities); deviations may be declared non-responsive. Price escalation basis and formula must be indicated. Discounts are considered only in final evaluation on an unconditional basis. If the highest scoring bidder's price is not market-related, PRASA may negotiate with the highest, then second, then third scoring bidder; if no agreement, the RFQ is cancelled. Bidders must be registered on the Central Supplier Database (CSD); business may not be awarded to unregistered bidders (foreign suppliers with no local entity exempt). Provide a valid SARS Tax Compliance Status PIN or CSD number. Bidders must not be persons in the service of the state, nor have directors/members who are. Bidders must comply with the Preferential Procurement Policy Framework Act, 2000 and Preferential Procurement Regulations, 2022. Professional registrations: PrCHSA, PrCHSO, EAP as specified. Certified copies of qualifications and registrations must have Commissioner of Oath stamp dated 3 months or less from closing date. The service requires a Construction Health and Safety Agent (PrCHSA) and Construction Health and Safety Officer (PrCHSO) with specified qualifications and experience. PPE must be worn during the compulsory site visit.

PRASA General Conditions of Purchase apply. Conditions form the basis of the contract; no oral variation. Payment within 30 days of receipt of correct tax invoice. Delivery on or before stated date; late delivery may incur penalty. Title and risk pass to PRASA upon acceptance. PRASA may reject non-compliant items; supplier corrects non-conformances. Warranty: items fit for purpose and free from defects for one year from acceptance. Supplier indemnifies PRASA against claims from negligence, IP infringement, breach of statutory duty, defective design, materials or workmanship. Subcontracting only with PRASA's prior approval; successful respondent remains liable. Contract governed by South African law, non-exclusive jurisdiction of South African courts.
