Scope: The SABS requires the services of a minimum of 4 experienced Chairpersons to chair grievance hearings and issue outcomes.

Grievance hearings must be conducted in line with the principles of fairness and equity as envisaged by the SABS Grievance Policy.

Turnaround time: The successful bidder must finalize the grievance hearing and issue the outcome within 14 days from the date of set down.

Requirements for the resource:

• More than 5 years of extensive Labour Law knowledge and experience in chairing grievance hearings and issuing outcomes.
• At least 5 reference letters, not older than 3 years, from clients where they have chaired grievance hearings.
• LLB Degree and/or Diploma in Labour Law; certified copies must not be older than 6 months.
• A methodology describing how evidence is considered to justify reasons for a grievance outcome.
• Detailed company information (preferably a company profile) detailing years of experience in chairing grievance hearings.

Bidders must attach a detailed grievance process outline, including timelines, deliverables, and duration of the process. The methodology will be evaluated as part of functionality (20% weight). A methodology that does not include timelines, deliverables, or duration is considered not adequate.

SABS rates (inclusive of VAT):

• Chairing grievance (hourly rate): R2,185.00
• Kilometres: R4.64 per km
• Telephone call (per minute): R2.00
• Copies and printing (per page): R4.50

Quotation must include: all inclusive of VAT, transportation cost (if applicable), disbursements, and fixed price. Where foreign currencies are involved, bidders must make provision for forward cover.

Validity: Quotations remain valid for 120 days from the closing date. SABS may extend the validity by 60 days by written notice, without requiring bidder consent; bidders may not amend quotations during extension.
