8. Preference Point System

In accordance with the Preferential Procurement Regulations of 2022, NM has determined

the following specific goals for which preference points will be awarded:

Goal 1: Broad-Based Black Economic Empowerment

Section 10 of the B-BBEE Act enjoins every public entity to take into account and apply

the B-BBEE Codes of Good Practice in determining and implementing a preferential

procurement policy. NM will thus award preference points to suppliers based on their B-

BBEE specific preferential goals.

Goal 2: Empowerment of Local Businesses

NM is in the Free State, a rural province on the margins of economic activity. To develop

and empower local businesses based in the Free State, NM will award preference point

to suppliers based in the Free State.

Goal 3: Youth Empowerment

Youth participation in the economy is crucial for the growth and development of the South

African economy, but their participation has been limited by several factors. One of t

3.3.1 Design Requirements

Bidder must provide a cost-inclusive quotation including VAT. A cost schedule detailing full cost breakdown inclusive of VAT must be provided, with items: design cost, manufacturing cost (ox wagon, oxen, two sheep and two horses), delivery cost, installation cost, foundation work if included, subtotal, add 15% VAT, grand total.

Additional (not compulsory): a valid BBBEE certificate or completed and signed BBBEE declaration may be attached to score points on preferential procurement. Preference points are awarded for specific goals: B-BBEE status, businesses based in the Free State, youth ownership (at least 51%), women ownership (at least 51%), and people with disabilities ownership (at least 51%). Points allocation: B-BBEE status (4 points for Level 1, 3 for Level 2, 2 for Level 3, 1 for Level 4 and below, 0 for non-compliant); ownership above 50% (4 points), above 40% (3), above 25% (2), above 10% (1). Proof of claim must be submitted; failure to submit proof results in no points for that criterion.

3.3.2 Safety Requirements

• Comply with recognised playground safety standards

• Eliminate pinch points and sharp edges.

• Include fall protection where required.

• Be designed for children between approximately 3 and 12 years of age.

• Include safe access and exit points.

• Be structurally certified where required.

The formal written price quotations received will be regarded as valid for 90 days, even if the quote indicates a shorter validity period. The bidder must provide a cost-inclusive quotation including VAT if applicable. The bidder must complete the cost schedule tables in full, indicating n/a where not applicable.

Compulsory: attend the compulsory site briefing, be an active company registered in RSA and attach CIPC registration documents, submit a detailed playground design, complete and sign SBD 4, and conform to specifications. Additional (not compulsory): a valid BBBEE certificate or completed and signed BBBEE declaration may be attached to score points on preferential procurement.

Price is an important factor. B-BBEE preference points may be awarded based on the bidder's B-BBEE status. Proof of claim must be submitted for any preference criteria claimed.
